Signs can be <br />100 square feet and 25 feet tall — billboards are not permitted. What's being proposed is to use <br />the existing framework and add an architectural cap, which would add two feet. The height <br />would be 25 feet so it conforms to the height guidelines. It would be 98 square feet and some <br />rehab work would be completed so the framework matches The COR logo. This sign would <br />direct attention to businesses and/or attractions offered off -site so by definition it would be <br />considered a billboard. Therefore, if Council approves this request, it would need to be <br />contingent on approval by MnDOT for an off - premise sign along a state highway. Ms. Miller <br />offered that the Planning Commission held a public hearing regarding this request and no verbal <br />or written comments were submitted and the Planning Commission recommended approval. <br />Motion by Mayor Ramsey and seconded by Councilmember McGlone to adopt Resolution #10- <br />09 -219 adopting Findings of Fact #0876 relating to the City of Ramsey HRA's request for an <br />interim use permit to deviate from sign restrictions established in City Code. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Dehen, Look and <br />Wise. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br />Motion by Mayor Ramsey and seconded by Councilmember McGlone to adopt Resolution #10- <br />09 -220 approving the City of Ramsey HRA's request to deviate from sign restrictions at 7157 <br />Highway #190 NW and declaring terms of same contingent upon approval by MnDOT for an <br />off - premises sign. <br />Motion carried. Absent: Councilmembers Elvig and Jeffrey. <br />7.03 Request for an Interim Use Permit to Exceed Sign Restrictions on the Property <br />Located at 14550 Armstrong Boulevard NW; Case of City of Ramsey HRA <br />Planning Manager Miller stated that the City received an application from the HRA for an IUP to <br />deviate from the size and location requirements of permanent signs, utilizing the framework of <br />an existing ground sign on the property located at 14550 Armstrong Boulevard. This property <br />was formally the Oasis Market site and is now owned by the City. HRA's request is to install <br />signage supporting The COR and to help guide visitors into the development. Ms. Miller <br />reported that in accordance with City Code, all variations to the sign regulations are to be <br />processed with the CUP application; however, with potential amendments to the sign regulations, <br />both with The COR and in general, in the future, the IUP process seemed more appropriate. The <br />subject property is zoned TC -2. Within this zoning district, the gross surface area of ground <br />signs is restricted to 100 square feet for each exposed face and shall not exceed an aggregate <br />gross surface area of 200 square feet. The height of ground signs in this area is limited to six <br />feet. Additionally billboard type signs are prohibited in this area as well. The existing <br />framework is about 22 feet high. The area of the proposed new lexon pane signage is <br />approximately 90 square feet. The proposal indicates that some rehab work would be completed <br />so that the framework matches The COR logo. Overall, the square footage of the sign would be <br />compliant and the height is considered compliant due to the lawful non - conforming designation; <br />City Council / September 28, 2010 <br />Page 11 of 16 <br />
