Absent: Councilmembers Elvig and Jeffrey. <br />7.04 Request for an Interim Use Permit to Exceed Sign Restrictions on a Property <br />Located Approximately 2,600 Feet East of Armstrong Boulevard on Highway 10 <br />NW; Case of City of Ramsey HRA <br />Planning Manager Miller stated this is a request for an IUP; however, this request is a little <br />different. This is installing a new sign and is on the site between Armstrong and Ramsey <br />Boulevards. The subject property has a storm water pond on site but is otherwise a vacant parcel <br />owned by the City. The site is across the railroad tracks from and directly south of the Municipal <br />Center. The HRA would like to install a large, pylon -style ground sign primarily to support The <br />COR and its tenants and to help guide visitors to the development area. The property is zoned <br />H -1 and the gross surface area of ground signs is restricted to 100 square feet for each exposed <br />face and shall not exceed an aggregate gross surface area of 200 square feet. Ground signs are <br />limited to one per parcel or per street frontage for parcels with multiple frontages and cannot <br />exceed 25 feet in height. Billboards are listed as prohibited. HRA' s initial request was for <br />approval of a sign that would be 30 feet in height and 235 square feet in area, including a 33 <br />square foot electronic message center. If approved as requested, the sign would exceed the <br />height restriction by five feet and the square footage restriction by 135 feet per sign face. The <br />sign base would be aesthetically similar to the exterior of the Municipal Center and would be <br />internally lit. The sign would direct attention to business and/or attractions offered off -site and <br />thus would be considered a billboard by definition. Therefore, if Council approves this request, <br />it would need to be contingent upon approval by MnDOT for an off - premise sign along a state <br />highway. Ms. Miller reported that the Planning Commission conducted a public hearing with <br />regard to this request and no comments, written or verbal were received. The Planning <br />Commission discussed the dimensions and recommended that the Council approve the request to <br />allow for up to 350 square feet per sign face, which is 115 square feet more than initially <br />requested by the HRA, and a maximum height of 35 feet, which is five feet more than initially <br />requested.
