Therefore, if the City Council approves the request for a lesser height <br />and/or area, the draft permit will need to be amended. <br />Councilmember McGlone stated he would move the request with the larger size. <br />Motion by Councilmember McGlone and seconded by Mayor Ramsey to adopt Resolution #10- <br />09-223 adopting Findings of Fact #0878 relating to the City of Ramsey's HRA request for an <br />interim use permit to deviate from sign restrictions established in City Code. <br />Further discussion: Councilmember Dehen commented that with the larger sign, we did not <br />contemplate that cost. He wondered if it was significantly more. Mayor Ramsey stated that <br />would be a discussion for the HRA — it's only approved up to a certain amount. Darren Lazan, <br />Development Manager stated that the intent was to get approval of the higher number. We are <br />working with the sign company — asking them for an alternative. The goal here was just to get <br />the larger envelope approved and come back with costs. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Dehen, Elvig, Look <br />and Wise. Voting No: None. Absent: Councilmember Jeffrey. <br />Motion by Councilmember McGlone and seconded by Mayor Ramsey to adopt Resolution #10- <br />09 -224 approving the City of Ramsey HRA's request to deviate from sign restrictions on the <br />property identified by PID #28- 32 -25 -31 -0002 and declaring terms of same contingent upon <br />approval by MnDOT for an off - premises sign. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Dehen, Elvig, Look <br />and Wise. Voting No: None. Absent: Councilmember Jeffrey. <br />7.05 Adopt Ordinance to Amend Article Fourteen (Rental Residential Dwelling Units) of <br />Chapter Twenty-Six of City Code; Case of City of Ramsey <br />Planning Manager Miller stated that in 2003, the City initiated a rental - licensing program, which <br />required every residential rental unit to be licensed by the City. Part of this process included a <br />building inspection to ensure the condition of the rental space met City standards as defined in <br />City Code. At a work session in December, Council directed staff to bring forward an ordinance <br />to repeal the rental licensing section of City Code. The ordinance to repeal was introduced at the <br />January 12, 2010 Council meeting. When staff brought the ordinance forward for formal <br />adoption, Council directed staff to draft alternatives to the repeal for Council review at a work <br />session. Alternatives were developed and presented to the City Council at the February 23, 2010 <br />work session. Council requested additional information regarding one of the options regarding <br />an incentive program and asked that staff develop a sample program and bring it back for review. <br />A proposed incentive based program was presented to Council in May. Council reached a <br />consensus that they did not wish to proceed with an incentive -based program, but rather wished <br />to exclude single- family homes from the existing program and make inspections not mandatory. <br />This went back to work session on August 31 and, at that time, Council directed staff to also <br />exclude townhomes from the ordinance. Ms. Miller highlighted that the ordinance presented this <br />evening excludes single - family homes, including townhomes, and includes a rental license that <br />City Council / September 28, 2010 <br />Page 13of16 <br />
