Additionally, inspections can be requested, but are not <br />required; however, if an inspection is not conducted, a license will not be issued until such time <br />that the City has determined that the premises are in conformance with all state and local laws <br />and ordinances. <br />Motion by Mayor Ramsey and seconded by Councilmember Dehen to waive the reading of the <br />ordinance per City Charter and adopt Ordinance #10 -13 to amend Article Fourteen (Rental <br />Residential Dwelling Units) of Chapter Twenty Six of the Ramsey Code, as drafted. <br />Further discussion: Councilmember Elvig expressed concern about the ordinance and stated he <br />would oppose it. Councilmember Look stated his name was mentioned in the Anoka County <br />Union stating that he is a landlord in the City of Anoka. He stated he has experience as a <br />landlord and what that experience has offered him is how local municipalities have gotten in the <br />way of trying to make a house available for rent. Rent is a service in the community. The article <br />implied a conflict of interest. He stated he is not voting on anything that would impact him in <br />the City of Ramsey. Councilmember McGlone stated he has vacant property and it's for sale. <br />He stated if he cannot sell it, he will rent it. MAYOR, COUNCIL AND STAFF INPUT <br />1) Farmers Market <br />City Administrator Ulrich stated the Farmer's Market continues each Thursday from 3:00 <br />p.m. to 7:00 p.m. in Rhinestone Park. He encouraged residents to visit the market. <br />2) Ballot Question <br />City Administrator Ulrich announced that discussion of the City Administrator /City <br />Manager ballot question was on the Work Session for discussion this evening; however, <br />due to lack of time, that topic will be discussed at the October 5 Council Work Session. <br />3) Ramsey Foundation Concert Series <br />City Administrator Ulrich stated that the last concert of the series sponsored by the <br />Ramsey Foundation is a polka fest at the Al Pearson farm located off Highway #10.
