PERS CASE # 1 •O f <br />CONSIDER A RESOLUTION AUTHORIZING STAFF TO <br />REORGANIZE ADMINISTRATIVE SERVICES <br />By: Heidi Nelson, Deputy City Administrator /Community Development Director <br />Background <br />There have been several recent changes to the staffing of the Administrative Services department. <br />These changes include the resignation of the Human Resources Manager /Assistant Director of <br />Administrative Services, an interim title change for the Human Resources Technician, the <br />completion of a 3 -year City Clerk's training by the Records Management Clerk, and the <br />resignation of the Management Intern. <br />As Council is aware, the Human Resources Manager /Assistant Director of Administrative <br />Services resigned from the City in June of this year. Due to budget constraints and internal staff <br />capabilities, this position has been removed from the preliminary 2011 budget in favor of an <br />internal staff promotion and a reassignment of duties. Consequently, at its July 13'" meeting, the <br />City Council authorized an interim title of Human Resources Representative for the Human <br />Resources Technician to more accurately reflect her added duties and responsibilities. <br />Shortly before the resignation of the Human Resources Manager /Assistant Director of <br />Administrative Services, this position started overseeing, among other areas, two of the <br />department's Administrative Assistants. Following the resignation, the supervision of these <br />employees returned to the Deputy City Administrator /Community Development Director: The <br />Records Management Clerk, Ms. Amy Died has supervision experience. She also recently <br />completed a 3 -year City Clerk's training program which certifies her as a Minnesota Certified <br />Municipal Clerk (MCMC). With this certification and her role assisting the City Clerk, staff <br />recommends the Records Management Clerk position be reclassified to Deputy City Clerk. As <br />Deputy City Clerk, Ms. Died would take over the supervision responsibilities mentioned above <br />and assume a broader role with regard to the City's written and electronic communication <br />processes. <br />Lastly, the City's Management Intern resigned in August and staff does not intend to fill this <br />position for the foreseeable future. <br />Recommendation <br />At this time, staff is recommending that the City Council authorize an Administrative Services <br />reorganization as follows: <br />1. Authorize a title change for Colleen Lasher, the City's Interim Human Resources <br />Representative to Human Resources Representative with a promotion to Human <br />Resources Representative at step one of the wage scale which is $27.10 per hour <br />
