Composes various employee communications. <br />D) Prepares agenda and makes presentations to the Personnel Committee/City Council <br />• Prepares agendas/cases for Personnel Committee meetings and/or City Council <br />meetings <br />• Attends all Personnel Committee meetings and, if needed, attends City Council <br />meetings <br />E) Maintains compliance with city, state, and federal laws, rules, regulations, and <br />policies <br />• Assures all legally required documents are posted on employee bulletin boards <br />• Submits injury reports, corresponds with the League of Minnesota Cities, injured <br />employee, and maintains OSHA records <br />• Administers personnel policies and union contracts <br />• Assists in developing and maintaining compensation and benefits programs that <br />comply with the city's labor contracts and Minnesota Pay Equity legislation <br />• Administers the city's random drug and alcohol testing program, including <br />positive testing procedures and follow -up <br />• Performs research and other related functions as apparent or delegated <br />• Assures compliance with employment laws including, but not limited to, FLSA, <br />FMLA, Minnesota Parental Leave, COBRA, Minnesota Continuation, and <br />HIPAA <br />F) Assists the City in labor relations responsibilities with the bargaining units <br />• Prepares and maintains negotiation notebooks including the collection of <br />economic issues and other detail data for contract negotiations <br />• Works with the Finance Officer to assist with evaluating financial impact of labor <br />proposals <br />• Remains up to date on arbitration or grievance cases impacting the City's labor <br />relations program <br />• Maintains grievance files <br />• Records negotiation, mediation and arbitration meeting proceedings. <br />• Responds to questions regarding labor contracts and inform department heads and <br />supervisors of general provisions of new contracts. <br />G) Prepares and maintains internal and external personnel reports, files and records <br />• Tracks and submits payroll related changes to the Finance Department <br />• Conducts and completes salary surveys <br />• Maintains personnel and confidential files <br />• Prepares the Pay Equity report <br />• Tracks probationary periods, anniversary dates, leaves, and other pertinent data <br />• Provide supervisors with performance evaluation dates, suggest revisions to <br />written appraisals and identify training needs as appropriate <br />• Maintains job descriptions for all positions <br />• As needed, prepares, monitors and updatses affirmative action plans and pay <br />equity reports <br />• Responds to surveys from other local units of government. <br />
