Final barrier dimensions were selected based on the lowest cost alternative that would maintain
at least a 5 dBA reduction for the residences immediately adjacent to the roadway while
maintaining a cost per dBA per residence of $3,250 or less. Figure 1 on the following page
shows the location of the proposed noise barriers.
The summary of the findings at Noise Barriers 1, 2 and 3 is as follows:
Noise Barrier
Noise Wall
Total Wall
Area
Location and Dimensions
Cost /dBA
Cost
Area I
East Side of Sunfish Lake Boulevard,
$1,378
$67,500
North of CSAH 116 — 500 Feet Long
and 9 Feet Tall
Area 2
North Side of CSAH 116,
$1,750
$18,900
West of Wolfram —140 Feet Long
and 9 Feet Tall
Area 3
North Side of CSAH 116,
$2,852
$95,550
Wolfram to Tungsten — 637 Feet Long
and 10 Feet Tall
What happens next?
County staff is notifying property owners in Noise Barrier Areas 1, 2 and 3 to let them know that
they are eligible to receive a noise barrier and that there will be a meeting on October 20, at 5:30
pm at Ramsey City Hall. At the meeting, an overview and explanation of the noise analysis
process will be provided and any questions by residents will be answered.
Enclosed with this packet of information is a vote letter (colored sheet of paper) for individual
property owners. The letter provides a way for property owners to indicate their support for a
noise wall or for their support of no noise wall. Property owners are being asked to return their
vote on the proposed noise wall approximately two weeks after the October 20` meeting.
Property owners will vote on the specific wall that is designed to mitigate noise impacts on their
properties. A majority vote will determine whether each wall is built or not built. Walls may be
approved in some areas and not in others — depending upon the interest of the property owners.
The noise analysis and results of the public process will be included in the Environmental
Assessment and in the final project design.
