NW, ANDOVER, MINNESOTA 55304 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />October 4, 2010 <br />Ramsey, Minnesota 55303 <br />Dear Ray Irwin <br />Anoka County is developing plans for improvements to County State Aid Highway (CSAH) 116 <br />(also called Bunker Lake Boulevard) from Germanium Street NW to Basalt Street NW. The county <br />has evaluated a number of issues along the corridor as part of the design process to comply with <br />federal environmental rules. One of the issues we are required to evaluate is traffic noise and its <br />potential impacts to nearby homes and businesses. <br />The analysis completed to date has indicated that there are locations along CSAH 116 near CSAH 57 <br />(Sunfish Lake Boulevard) where traffic noise levels exceed federal standards. The county evaluated <br />the option to build noise walls at these locations as a means to reduce the noise levels for nearby <br />properties. Federal rules require that the county evaluate both 1) whether noise walls can feasibly be <br />constructed on the site and 2) the cost - effectiveness of the walls. The analysis of these factors has <br />determined that there are three locations along CSAH 116 where noise walls may be both feasible <br />and cost - effective. Your property is near one of the proposed wall locations. <br />Before building noise walls in the identified locations, the county needs to determine whether the <br />majority of property owners adjacent to each wall support its construction. We have enclosed <br />information detailing the specific locations of the noise walls. We have also enclosed a form that <br />provides the formal opportunity for you as the legal property owner at this address to indicate <br />whether or not you support constructing the noise wall as proposed. <br />You are also invited to attend a public information meeting on the proposed noise walls on <br />Wednesday, October 20, 2010, at 5:30p.m. The meeting will be held at Ramsey City Hall, 7550 <br />Sunwood Drive NW, Ramsey, Minnesota. The meeting will provide information on the noise <br />analysis and the proposed walls, and will include opportunities to ask questions regarding the wall . <br />proposed near your property. <br />The enclosed response form needs to be returned to the county by November 8, 2010.
