Mr. Lazan stated this is the largest sign of the three; the location to the train station is significant. <br /> This is a community sign that will carry the community events and it is important to be this size <br /> to carry those components. The sign will be located here until Highway 10 is reconfigured. <br /> Discussion ensued regarding the height and width of the sign. <br /> Chairperson Levine asked what type of reader board it was. <br /> Mr. Lazan stated it was a full digital LED reader board that can have scrolling letters, fixed <br /> images, slide shows, and color. <br /> Environmental Coordinator Anderson stated one of the terms of the proposed interim use permit <br /> is that the message center needs to comply with the dynamic display illumination regulations <br /> within the sign ordinance. <br /> Planning Manager Miller stated there is a provision that signs along Highway #10 have to be <br /> permitted by the State; once this sign goes through the City process it also has to go through the <br /> state process of approval. The City's approval will be contingent on getting approval by the <br /> State. <br /> Commissioner Van Scoy stated that the rational of' approving the additional height is that this is <br /> the primary signage for The COR and it is located very close to the center of the COR. <br /> Motion by Commissioner Cleveland, seconded by Commissioner Van Scoy, to close the public <br /> hearing. <br /> Motion Carried. Voting Yes: Chairperson Levine, Commissioners Van Scoy, Cleveland, and <br /> Brauer. Voting No: None. Absent: Commissioners Dunaway, and Rogers. <br /> The public hearing closed at 7:45 p.m. <br /> Board Business <br /> Discussion ensued regarding findings of fact. <br /> Motion by Commissioner Van Scoy, seconded by Commissioner Cleveland to recommend that <br /> City Council adopt the resolution adopting Findings of fact favorable to the applicant's request <br /> relating to the City of Ramsey HRA's request for an interim use permit to deviate from sign <br /> restrictions established in City Code with an additional finding to read "That the proposed sign is <br /> part of the original signage and vision of The COR ". <br /> Motion Carried. Voting Yes: Chairperson Levine, Commissioners Van Scoy, Cleveland, and <br /> Brauer. Voting No: None.
