Final Plat Review - Ramsey Town Center 12 Addition
Final Site Plan Review - Ramsey Medical Building
October 26, 2010
street level interest. The generally meets setbacks, with minor adjustments needed along
Civic Center Drive.
• Promote multiple stories in this sub - district but occasional single story buildings are
acceptable; continuous rooflines and single story buildings should not dominate any street
frontage and should be a minimum of 18 feet to the roofline. The proposed building is two
story building. The architectural elevations indicate a design consistent with the goals of the
design guidelines and do not contain continuous rooflines.
• A diverse mix of materials is encouraged, applied in a variety of proportions, exposures, and
detailing, especially along all street frontages. The proposed building will include a mix of
brick, stone, glass, and metal accents.
Building Height: The TC -1 District requires a minimum of two (2) stories and a maximum of five (5)
stories for all buildings within this district. The proposed building is two (2) stories.
Waste Storage: The waste storage area is proposed to be a masonry enclosure along Civic Center Drive.
This complies with City Code.
Off - Street Parking - Spaces Required: The Town Center zoning district sets a maximum parking space
standard of 4 per 1,000 square feet of building for medical clinics and offices; which equates to 174
maximum spaces in this case. The preliminary site plan proposed 138 off -street parking spaces with space
for eleven (11) on- street spaces. It is anticipated that a portion of the proposed surface parking lot will be
converted to structured parking in the future to maximize shared parking on the block.
Signs: Please note that all signs for the proposed building must be approved through a separate sign
permit process.
Landscape Review
Reviewer: Chris Anderson
candersonci. ramsey. ntn. us
763 - 433 -9905
Landscaping Plan: The following comments are offered regarding the August 13, 2010 Landscaping
Plan prepared by Brodsho Consulting:
• While Staff is generally supportive of private landscape improvements within the public right -of-
way, there is a concern about long -term maintenance of these plantings. Any landscaping
improvements other than sod in the boulevard area will require a maintenance agreement
specifying that it will be the subject property owner's responsibility to maintain.
• Regardless of whether it is sod, perennials, and/or trees, Staff would like to see the boulevard
areas irrigated. Irrigation details must be submitted for review.
• All proposed landscaping in the boulevard areas must be tolerant of deicing salts and harsh
growing environments.
• Topsoil, whether it is imported or the existing topsoil is amended, must meet or exceed MN
DOT's Premium Topsoil specification. If amending onsite topsoil, documentation must be
supplied to the City to verify that the amended material meets Mn/DOT's Premium Topsoil
Borrow specification.
