Any deviation from this condition requires City Council approval. • Should City Council approve the use of seed rather than sod, details will be required outlining application rate(s) and installation method. • Staff supports the use of native grasses; however, it is unclear whether the intent is to mow this area or to let the grasses grow to their natural heights. If it is the later, signage or some other strategy may need to be implemented because, to the untrained eye, native grasses have an appearance of an unmaintained area, which may not be appropriate in The COR. • Please clarify in planting schedule whether it is red oak (Quercus rubra) or northern pin oak (Quercus ellipsoidalis) that is proposed. • Finally, if this project is attempting to eliminate any irrigation of landscaping, some thought should be given to installing curb cuts (or eliminating curbing altogether) around the parking lot islands. The planting area could then be slightly depressed and utilized to capture the storm water runoff, creating a benefit of infiltration while also irrigating those plantings at the same time. The Applicant is responsible for maintenance of all proposed landscaping above and beyond City requirements, including the right -of way. The City has received a revised Landscape Plan dated October 19, 2010. It appears that a majority of the comments above have been addressed. However, Staff has not had adequate time to formalize comments and verify the information submitted. A final review of the Landscape Plan will be provided prior to the City Council meeting. Tree Preservation: This site is devoid of any significant tree cover and therefore, no tree preservation plan is necessary. Engineering Review Reviewer: Tim Himmer, City Engineer thimme,(ci. ramsev. mn. us 763 - 433 -9893 Grading and Drainage: The building floor elevation should be set to be above the adjacent grade of the public streets while meeting ADA accessibility guidelines. The grade from the building to the property lines and extending to the limits of the shared accesses must be set to match the plans for the future buildings and parking. The COR Development utilizes regional stormwater ponds for rate control and water quality treatment. Each individual site needs to provide additional water quality treatment through the use of rain gardens, water quality treatment structures, or other BMP's. The plan is proposing to install a conventional system sewer system (inlet structures and pipes) that lead to a single discharge point at the southeast corner of the site. Drainage calculations for both pipe and Stonnceptor sizing have been submitted for review, and comments on this will be formalized prior to the City Council meeting. . Please provide your thought process on considering the incorporation of BMP's into the storm sewer design to reduce runoff, and provide additional treatment. It appears as if opportunities exist to include bioswales and/or raingardens in the turfed area to the east. Incorporating such items could reduce the amount and size of some of the storm sewer structures and pipes. A maintenance agreement will be required for the on -site storm sewer design to ensure regular maintenance and proper functioning of the intended design.
