Final Plat Review - Ramsey Town Center 12 Addition
Final Site Plan Review - Ramsey Medical Building
October 26, 2010
It appears as if each Outlot will be required to provide their own separate stormwater management plan,
or has it been considered to integrate stubs for this adjacent property? The proposed bituminous curb
along the north parking lot line is strictly a temporary improvement until the Outlot to the north develops.
Additional catch basins should also be considered in locations where you are proposing to route runoff all
the way around the internal concrete medians; this practice typically results in water ponding in the gutter
line.
The manhole details should be updated to include language for a water tight wrap around the adjusting
rings. Are there any erosion concerns for the proposed FES to the east; will this turfed area be an on-
going maintenance concern for material being deposited into the storm sewer system?
The following notes should be added or amended on the plan set:
• The contractor should have a sweeper on site or available within 3 hours. All material tracked
onto City streets must be removed immediately upon discovery, or as directed by the City
Engineer.
• Installation of silt fence and other down gradient sediment protection measures shall be
completed and inspected prior to commencement of any site activities.
Is there any dewatering required for this project? If so, the City will want to review the dewatering plan
prior to implementation. No dewatering activities can occur until the required permit is secured and
submitted for review.
A detail should be added showing the sawcut removals on the public streets, including an edge mill
adjacent to the cut area for a better patch transition into the existing roadway.
Street and Building Access: The site will have one access along Civic Center Drive and a secondary
access along Sapphire Street. Both accesses shall be encumbered by a shared access easement/agreement,
which will be the applicant's responsibility to draft and record. The proposed access easement must be
revised to include the access on Civic Center Drive.
Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was completed that
anticipated the type and size of development shown on the plat. The proposed development is consistent
with the traffic modeling system used as part of the AUAR analysis.
Regional road improvements to facilitate the whole Ramsey Town Center development have been agreed
upon and have already begun construction. This proposed development does not generate more traffic
than was anticipated.
Utilities: Utility stubs for water, sanitary sewer and storm sewer have been extended to the property line
from the adjacent streets. Drainage and utility easements are required over the proposed trunk utility
extensions into the site, or an alternative design should be investigated to place the proposed utilities
within the proposed side lot easements already contemplated on the plat. City streets must remain open
during the proposed wet tap and curb cut installation, and a traffic control plan in conformance with the
most recent edition of the Minnesota Manual for Uniform Traffic Control Devices will be required.
Permits: The applicant is responsible to secure all required permits for this project; including but not
limited to an MPCA NPDES construction permit and a Lower Rum River Watershed Organization
