Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #02-05- A RESOLUTION ADOPTING FINDINGS OF FACT # REQUEST TO REZONE CERTAIN PROPERTY FROM RUIL4L TO R-1 U SINGLE F,M¥1ILY URBAIN RESIDENTIAL. RELATING TO A R-iR SINGLE FAtYLILY WHEREAS, on April 10, 2002, the City of Rarnsey (the "City") received an application from Kelsey Gustafson to rezone the following legally described property from R-IR Single Family Rural to P,,-iU Single Family Urban in accordance with Section 9.03.03 (Zoning Amendments) of the Kamsey City Code: Lot 3, Block I of Wildlife Sanctuary 'Addition of the recorded plat thereof, Anoka County, Minnesota and parts of Lot 2 of said Block 1. (Subject Property) NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MI~N~ESOTA, as follows: That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of City Code on May 2, 2002, and said public hear/rig was properly advertised, and the minutes of said public heating are hereby incorporated by reference. That the total area of the Subject Property to be rezoned is approxhnately 7.50 acres. That the proposed rezoning is located within the Metropolitan Urban Service Area (MUSA). That the Subject Property is currently zoned R-IR, Single Family Rural. That the 2001 Comprehensive Plan identifies the Subject Property for low-density residential development and low density development has been established at 3 units per acre. That the Applicant has submitted, a development plan proposing to develop the property into 13 single family urban homes for a density of 2.8 units per acre. That the proposed zoning amendment will not substantially adversely impair the use or market value of any surrounding property. -177-
