PRELIMINARY PLAT APPROVAL OF SUNFLOWER RIDGE; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for preliminau plat approval of a townhome <br />development proposed to be named Sunflower Ridge. The property is generally loCated north of <br />Alpine Dr/ye and west of T.H. #47. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />The property is currently zoned a combination of B-I and B-2 Business. City Council and <br />Metropolitan Council recently approved a 2002 Amendment to the Comprehensive Plan that <br />changes the preferred land use from low density residential to medium density residential. A <br />pubtic hearing to rezone the property to 1t-3 Urban Residential was held May 2nd' There were no <br />verbal or written comments submitted during the heating and the P[arming Commission <br />recommended rezoning the property to medium density residential in accordance with the <br />Comprehensive PIan. <br /> <br />The property is approximately 18.6 acres in size. The sketch plan proposed 131 units; the <br />preliminary plat is proposing 126 units, which equates to a net density of 6.9 umts per acre when <br />the wetlands are factored out. <br /> <br />Interpretation of lot size requirements in the current R-3 Urban Residential standards require a <br />total lot area of 644,000 square feet for the 126 units proposed; the parcel is 812,394 square feet <br />in area. <br /> <br />[n accordance with the new private street policy, the preliminary plat is proposing a main public <br />street tltrough the project area and it extends north off of Alpine Drive and continues to the north <br />boundary of the pla[, providing access to the north.
