Per the Planning Commission's request at the time of sketch plan <br />review, another public street has been incorporated into the plat that provides access to the west. <br />The street to the west will be signed as a furore through street, ft was also noted at the time of <br />sketch plan review that a majority, of the driveways were onto the public streets. The developer <br />has reworked the public streets and private driveway collectors, and reoriented buildings so that <br />now 79 of the 126 driveways will access onto private collectors. The City Engineer has revised <br />the specifications for curbing to allow fbr surmountable curb. Details have been submitted and <br />appear to be similar to curbing allowed in other new developments. <br /> <br />A preliminary grading and drainage plan has been provided. In summary, the development needs <br />to provide plans on providing overflows and/or outlets that will comply with the requirements of <br />the Lower Rum River Watershed management Organization (WMO) and the City. The project is <br />also subject to the review and permit-ting process of the Lower Rum River Watershed <br />Management Organization (~[O) and MPCA. <br /> <br />A preliminary utility plan has also been received. City Staff. and' the developers have been <br />working very closely to coordinate the design and installation of the utilities in Sunflower Ridge <br />and Evergreen Point to the e~t and Wildlife Sanctuary 2nd and 3rd Addition to the north. The <br />Comprehensive Stormwater Plan for the area was updated by Hakanson .anderson. <br /> <br />The final plat should encumber ail wetlands and storrnwater ponds with drainage and utility <br />easements. There should also be a 10 foot drainage and utility easement around the perimeter of <br />the plat and easements for any temporary cul-de-sacs that the City requires. <br /> <br />The Planning Commission conducted the preliminary plat public hearing on May 2~d. There <br />were no verbal or written comments submitted. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommends preliminary plat approval subject to compliance with the <br />City Staff Review Letter dated April 24, 2002, revision dated May 23, 2002. <br /> <br />Council Action: <br /> <br />Motion to approve the preliminary plat for Sunflower Ridge contingent upon approval of the <br />rezoning to R-3 Urban Residential and compliance with City Staff Review Letter dated April 24, <br />2002, revision dated May 23, 2002. <br /> <br />Review Checldist: <br />Principal P tanner <br />Principal City; Engineer <br />Parks & Utilities Supervisor <br /> <br />C C 05/28/02 <br /> <br /> <br />
