The City shall be responsible for conducting inspections during <br />construction of the Required Improvements and the Permittee shall be responsible for the cost <br />of said inspections. The actual cost of the inspections will be charged to the escrow account <br />established at the City for the platting of Sunflower Ridge. <br /> <br />FIRE LANES. Fire lanes shall be maintained on the Site. The exact location of these items <br />on the Site shall be as directed by the City's Fire Chef. The Permittee herein agrees to post <br />"no parking" along private streets in accordance with the instructions of the Fire Chef/Public <br />Works Director. <br /> <br />LIG'I3[TEXfG. Any lighting installed on the Site is subject to prior approval by the City <br />Engineer. <br /> <br />BUILDIxNG FACADE. The Permit-tee agrees to construct the Structures of maintenance- <br />free siding, brick accents, and asphalt shingles in accordance with the Building Elevations <br />dated January 15, 2002. <br /> <br />10. <br /> <br />MAILBOX STANDARDS. A uniform cluster mailbox plan will be required if the mailboxes <br />are located on Fluorine Street. The design and location of the mailboxes are subject to the <br />approval of the Public Works Director. <br /> <br />il, <br /> <br />REQUIREMENTS FOR BUILDh-'NG PERMIT. No building permits for the Site will be <br />issued until the Permittee has: a) signed this Development Permit; b) all financial obligations <br />related to this permit have been fulfilled; c) the final plat of Alpine Meadows has been <br />recorded at Anoka County; d) a permit from the Lower Rum River Watershed Management <br />has been obtained and e) reasonable vehicle access to the lots are provided <br /> <br />12. ~IPROVEMENT CONSTRUCTION SCI:I~,DULE. The Required Improvements shall be <br /> completed before May 31, 2003. <br /> <br />13. <br /> <br />ESCROW FOR REQUII~ED I2~[PROVEMENTS. In order to ensure the installation of the <br />Required Improvements in accordance with City specifications and in a timely manner, the <br />Permittee shall be required to deposit with the City a cash escrow or letter of credit, approved <br />as to form by the City, in the amount of One Hundred Twenty Five Thousand Two Hundred <br />Thirty Eight Dollars and no cents ($125,238.00) which is 150% of the City's estimated cost of <br />the Improvements. Prior to the issuance of the building permit, all financial guarantees must <br />be provided as required herein. <br /> <br />'Upon completion of the construction of the Required Improvements, the financial guarantee <br />shall be returned to the Permittee and the Permittee shall be required to provide the <br />landscaping maintenance guarantee described in Item #13 of this Development Permit. The <br />determination of completion of the construction of the Required Improvements shall be made <br />by the City Council after consultation with the City Engineer. In the event the Permit-tee fails <br />to construct and install the Required Improvements as required herein, the City Council may <br />order the completion of the Required Improvements with City day labor and/or by letting <br />contracts for said completion and draw upon the escrow for payment. Only the City Council <br />shall have the authority to direct completion of the Required Improvements and withdraw <br />t'rom the escrow account.
