-278-

with drainage easements. The proposed easements for sewer and water e~ensions comply with the
Ytiliw Pron.

The e~ension of sewer and water to the site is being coordinated with the Sunflower Ridge
development to the east and the reptat of'Wildlife Sanctuary to the north,

The Landscaping Plan identifies existing tree stands; either the Plan has to be modified to also identify
tree removal limits, or an addendum to the Grading Plan will be required to identify both e,-dsting tree
stands and removal limits. Ail other aspects of landscaping are reviewed as part of the Site Plan
approval process.

At the t/me of sketch plan review, the Park Commission expressed a desire for trail along T.H. ~,-47 and
the north side of Alpine, and a common open space to provide oppommity for passive or active
recreanonal uses by the..residenrs. City Code also requires sidewalks along one side of all non-cul-de-
sac streets. The proposed plat identifies a sidewalk along the west side Of Germanium Street. ' A trail,
rather than a sidewalk, is proposed along Fluonne Street in lieu of a trail adjacent to T.H. ~-47.
Because of the wetland To the north, it would be difficult to install a trail adjacent to ~47. Therefore,
the trail is proposed to follow Fluorine Street and continue to the west through SurLflower Ridge and
then north again through Wildlife Sanctuary and eventually back out to ~47. The Park Commission has
been working on determining a preferred alignment of the trail throughout the area. City staff wilt
continue to work with alt of the area developers to locate a mutually beneficial trail corridor. It is
expected that park dedication will be satisfied with a cash payment. The trails proposed are not trail
t~ee credit eligible and therefore, the standard trail fee will be collected for the plat.

The City, has engaged the services of' SRF to do a traffic noise level study on several pending
residential proposals along T.H. ~,47. A 10-foot sound wall or a combination of berming and sound
wall must be completed as part of this development.

Recommendation:

The Planning Commission recommends approval of the prelim/nary plat subject to compliance with the
City staff review letter.

Council Action:

Motion to approve the preliminary, plat for Evergreen Point Townhomes contingent upon compliance
with City Staff' review totter dated April 26, 2002, Revised M:ay 23, 2002.

CC: 5/28/02

Review Checklist:
Community Development Director
Associate P~anner
City Engineer(s)
Parks & Utilities Supervisor

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
