CASE #: <br />REQUEST FOR SKETCH PLAN REVIEW OF CROSS OF <br />HOPE ADDITION AND SITE PLAN REVIEW RELATED TO A PROPOSED <br />ADDITION TO THE EXISTING CHURCH AT 5730179TH LANE; <br />CASE OF CROSS OF HOPE LUTHERAN CHURCH <br />By: Chris Anderson, Environmental Coordinator <br />Background: <br />Cross of Hope Lutheran Church has applied for a minor plat, request for site plan review and <br />easement vacation related to -a proposed addition to their existing building. <br />Observations: <br />Cross of Hope Lutheran Church owns two adjacent parcels, one with their existing building and <br />the second that is vacant. This project proposes a minor plat to combine the two lots into one in <br />connection with a building addition on the existing church. The proposed project also includes a <br />request to vacate a permanent road easement along the northern edge of the vacant parcel. The <br />proposed minor plat will result in one parcel totaling 14.6 acres and would dedicate public road <br />right-of-way along County Road 27 (in lieu of the road easement). The sketch plan does need to <br />be revised to provide a full sixty (60) feet of right-of-way along the entire length of the parcel. <br />Due to the fact that this proposal includes a minor plat to combine two parcels into one, certain <br />development fees will be required on the existing vacant parcel. Staff now recommends platting <br />the existing vacant lot as an Outlot (with the exception of those areas needed for the expansion). <br />As a benefit to the Applicant, certain development fees would be deferred until such time that <br />that lot is actually developed. <br />The property is zoned R-1 Residential (Rural Developing) and religious institutions are a <br />conditional use in this district. A conditional use permit application is being processed <br />concurrently with this request. Although the property is zoned residential, due to the required <br />conditional use permit, the request is being reviewed using the B-1 Business District standards, <br />which is a better representation of the bulk standards for this use. The proposed addition, which <br />totals 17,070 square feet, complies with all required setbacks and combined with the existing <br />9,360 square foot building is still well below the maximum permitted building coverage for the <br />lot. <br />The exterior finish of the existing building consists of vinyl siding. The addition is proposed to <br />match the existing vinyl but also includes an alternate option of a stone veneer at the main <br />entrance. Staff is supportive of either finish but this will need to be authorized by City Council. <br />The site will continue to be accessed from County Road 27. However, the access point is being <br />shifted further east. The Garden of Hope cemetery is directly south of this site and there is a <br />cemetery access road across this site. The proposal indicates a thirty (30) feet access easement <br />from County Road 27 to the northern edge of the cemetery, which will need to be in the form of <br />a separate, recordable document. <br />11 <br />
