At full build out, the church building is proposing to seat 430 people. City Code requires one (1) <br />parking space for every three (3) seats for this type of use, which equates to 143 parking spots. <br />The applicant is proposing 146 parking spaces, which complies with the parking requirements. <br />The site is currently, and will continue to be, served by private well and septic system. Staff has <br />requested more information regarding the capacity of each to determine if both are sufficient in <br />size to accommodate the building expansion. In addition, per Minnesota State Building Code, <br />fire suppression shall be required throughout the building. <br />Landscape and Civil Engineering plans have been submitted and revisions, as outlined in the <br />Staff Review Letter, have been requested. <br />Funding: <br />All costs associated with reviewing the application are the responsibility of the Applicant. <br />Recommendation: <br />City Staff recommends that the Planning Commission forward the minor subdivision sketch plan <br />and the site plan to City Council for approval, contingent upon the City Staff Review Letter <br />dated October 28, 2010. <br />Commission Action: <br />Motion to recommend that City Council approve the minor subdivision and the site plan <br />contingent upon compliance with the City Staff Review Letter dated October 28, 2010. <br />Review Checklist: <br />Planning Manager <br />Associate Planner <br />City Engineer <br />PC: 11/04/2010 <br />Attachments: <br />a.
