Sketch Plan and Site Plan Review -Cross of Hope Addition <br />October 28, 2010 <br />Page 3 of 6 <br />Landscaping Plan: The following comments are offered regarding the October 4, 2010 Landscaping <br />Plan prepared by Steve Erban: <br />• The landscaping plan must identify both scientific and common name of proposed plantings, size, <br />quantity and root stock. A minimum of one (1) tree per every 1,000 square feet of building <br />addition is required. <br />• Required size is two and a half (2.5) inch diameter for deciduous trees, six (6) feet for coniferous <br />trees, and twenty-four (24) inches (height or width, whichever is applicable for the -species) for <br />shrubs. <br />• Planting depth shall be such that the 1st set of primary roots is at finished grade. <br />• A minimum of six (6) inches of topsoil that meets Mn/DOT's Premium Topsoil Borrow <br />specification must be installed over all disturbed areas not devoted to buildings, off-street <br />parking, driveways, sidewalks, patios or other such improvements. If amending onsite topsoil, <br />documentation must be supplied to the City certifying that the amended material meets this <br />specification prior to installation. <br />• All landscaping required due to the building expansion shall include an in -ground irrigation <br />system. <br />Please submit a revised landscaping plan that incorporates that above concerns. <br />Tree Preservation: The proposed addition will require some tree removal to facilitate both the building <br />addition and the relocation of the driveway accessing the site. Additional information is required <br />regarding 'Area E' and the area at the north end of the pond/rain garden (it appears that excavation will be <br />necessary within the dripline of the existing trees in this area and thus, should be included in the tree <br />preservation. plan). A revised plan is necessary and should indicate the size and condition of the trees <br />being removed and tree save fencing must be shown on the plan and installed prior to any earthwork <br />begins. <br />Engineering Review <br />Reviewer: Tim Himmel., City Engineer <br />tlt immetfa ei ramsev. tin. us <br />763-433-9893 <br />Grading and Drainage: The building floor elevation should be set to be above the adjacent grade of the <br />public streets while meeting ADA accessibility guidelines. Culverts should be added for the new <br />driveway access locations to allow drainage patterns to be maintained. Is the entire impervious area <br />proposed to sheet flow directly into the pond/rain garden; the proposed medians may create barriers to <br />runoff and create locations for standing water? There appears to be considerable impervious area <br />draining west to east across the site and storm sewer should be considered. The pretreatment rip -rap area <br />will become an area that collects debris, sediment, etc., and must be adequately maintained. A <br />maintenance agreement will be- required for this rain garden/ponding area to ensure that it receives timely <br />maintenance and continues to perform to its intended design. <br />The proposed rain garden/ponding area must be designed to limit discharge from the site to 75% of the <br />pre-existing condition; the information provided only accounted for %" of runoff over the new impervious <br />area. Please review and provide the appropriate information on a revised design taking this into account. <br />An overflow location and elevation should be noted on the plans, along with proposed contours that show <br />Where the drainage will go when it exits the ponding area, and how you intend to "divert runoff" from the <br />area to the southeast. <br />18 <br />
