Sketch Plan and Site Plan Review -Cross. of Hope Addition <br />October 28, 2010 <br />Page 4 of 6 <br />A Storm Water Pollution Prevention Plan (SWPPP) will most likely be required for this project, which <br />would be prepared and submitted as part of the National Pollution Discharge Elimination System <br />(NPDES) permit application to the Minnesota Pollution Control Agency (MPCA). This plan will show <br />the required erosion and sediment control information (staging, inspections, restoration, silt fence <br />locations, etc.) in both graphic and verbal form. Some of the notes that should be included in this plan, <br />and/or added to the plans, include: <br />• Any impacts to City streets (curb cut locations, etc.) should be brought to grade with class 5 by <br />the end of the work day and paved within 24 hours. Anoka County will probably have their own <br />set of rules for roadways under their jurisdiction; this is just a general indicator that items must be <br />addressed quickly. . <br />• The contractor should have a sweeper on site or available within 3 hours. All material tracked <br />onto City streets must be removed immediately upon discovery, or as directed by the City <br />Engineer. <br />• Installation of silt fence and other down gradient sediment protection measures shall be <br />completed and inspected prior to commencement of any site activities. <br />Access and Streets; This project proposes to relocate the existing access slightly to the east along CR 27, <br />and combine them into a single point for use by property patrons. A second access is proposed at the <br />west edge of the property along CR 27 for fire protection only, and would most likely need to be called <br />out in such a way as to not confuse patrons (signage, bollards, etc.). Should the County not approve the <br />second access (fire access), an alternative solution will be necessary to ensure that there is an emergency <br />vehicle access road within 150 of any exterior portion of the building. <br />Tum and acceleration lanes are also proposed to be constructed within the CR 27 right-of-way. A right- <br />of-way permit is required from Anoka County for the proposed improvements and must be approved prior <br />to issuance of a building permit. A cemetery access road easement is shown on the plans, and a <br />permanent cross access/public easement must be dedicated to the existing cemetery located to the south of <br />this property. Based upon the proposed design of the main access location, signing or striping should be <br />considered to clarify traffic patterns, turn lanes, etc. <br />Utilities: This property is served by private sanitary sewer (septic system) and water (well). <br />Accommodations for fire sprinkling the entire building must be made and approved by the Fire Inspector. <br />Please verify the location and sizing of the well and septic to ensure that both have adequate capacity to <br />handle the intended expansion (show distances to tank, drainfield and well). Please clarify whether the <br />various. utilities (power line, gas line and phone line) shown along the western side of the property are <br />existing or. will be extended to the building as part of the expansion. If they are to be extended as part of <br />this project, please indicate how that will be accomplished along the existing bluff line/ravine on the west <br />side of the property. <br />Permits: The applicant is responsible to secure all required permits for this project including but not <br />limited to: an MPCA NPDES construction permit, a Lower Rum River Watershed Organization permit, <br />and an Anoka County right-of-way permit. Additionally, the contractor performing the work will be <br />required to get a City contractor's license. <br />Lighting: The City has received a lighting plan for review. City standards require that the luminaire <br />(light source) must not be visible from beyond the property line. Any lighting used to illuminate an off- <br />street parking area, sign, or structure shall be arranged to deflect away from the public right-of-way and <br />adjacent properties. Is any additional lighting proposed southward towards the cemetery? <br />19 <br />
