dollars would come back to the City. However, at the end of the first term this could possibly be <br />another piece of property that would not be on the tax rolls. He encouraged residents to call the <br />Metropolitan Council and representatives urging them to not "pull the rug out" from Ramsey. <br />Councilmember Jeffrey stated he would support this because the property was leased. <br />Councilmember Elvig stated he would support this as the property was leased and would be on <br />the tax rolls. <br />Acting Mayor Look stated he would also support this because the property was on the tax roll <br />and he believed the taxpayers were savings dollars by purchasing the property at today's market <br />prices. <br />Motion carried. Voting Yes: Acting Mayor Look, Councilmembers McGlone, Jeffrey, Elvig, <br />and Wise. Voting No: None. Absent: Mayor Ramsey and Councilmember Dehen. <br />7.02: Receive Property Owner Petition for Utility and Roadway Improvements to Serve <br />the Proposed Legacy Christian Academy, and Award a Contract to Perform the <br />Feasibility Study for Such Improvements <br />City Engineer Himmer reviewed the staff report. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to accept the <br />infrastructure improvement petition and award a contract to Boltman, Inc. in the amount of <br />$3,800 to prepare a feasibility study for the requested improvements. <br />Further discussion: Councilmember McGlone stated he was concerned they were adding a very <br />long cul -de -sac in the City. He asked if the study would consider looking at an exit to Puma <br />Street so there was more than one exit. City Engineer Himmer responded this study would not <br />address this and the idea for a second access would be for fire and emergency vehicles only. <br />Public Works Director Olson stated if Council wanted that Puma Street be constructed, the <br />developer was not interested in paying for Puma Street at this point. He summarized the ways <br />this could be handled. He noted a financing package would need be worked out when the <br />feasibility study was prepared. Councilmember Elvig stated he had very little interest in a cul- <br />de-sac this long. Councilmember McGlone believed Puma Street was necessary for this project. <br />Michael Timari, 17940 Baugh Street NW, representing Legacy Christian Academy, summarized <br />the project phases. Public Works Director Olson noted after the feasibility was prepared, the <br />Council would have the opportunity to work out the details. Councilmember Elvig stated he <br />wanted to see a feasibility study that determined the costs for another access. He expressed <br />concern about the traffic. He proposed the City take care of the cost above and beyond with the <br />funds being reimbursed in the future when other properties were sold. City Engineer Himmer <br />noted the feasibility study would not address traffic He stated the feasibility was just to talk <br />about cost, schedule, and timing. The traffic analysis was the applicant's responsibility. He <br />stated he could look at the cost of getting Puma Street just up to minimum standards, or they <br />could look at doing the road overlay vs. reconstruction. Councilmember Elvig asked if he would <br />have the opportunity to review and approve the costs at some point.
