Public Hearing <br />Acting Mayor Look called the public hearing to order at 7:06 p.m. <br />Presentation <br />City Attorney Goodrich reviewed the staff report. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to close the public <br />hearing. <br />Motion carried. Voting Yes: Acting Mayor Look, Councilmembers Elvig, Jeffrey, McGlone, <br />and Wise. Voting No: None. Absent: Mayor Ramsey and Councilmember Dehen. <br />The public hearing was closed at 7:08 p.m. <br />Council Business <br />Acting Mayor Look called the regular City Council meeting back to order at 7:08 p.m. <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to approve a 3.2 Off Sale <br />Liquor License for Northern Tier Retail LLC d/b /a SuperAmerica #4508. <br />Motion carried. Voting Yes: Acting Mayor Look, Councilmembers Elvig, Wise, Jeffrey, and <br />McGlone. Voting No: None. Absent: Mayor Ramsey and Councilmember Dehen. <br />7. COUNCIL BUSINESS <br />7.01: Approve Purchase Agreement, Lease Agreement and Loan Agreement for the <br />Purchase of Property Located in the Highway 10 Corridor (7751 Highway 10 NW) <br />City Attorney Goodrich reviewed the staff report. <br />Motion by Councilmember McGlone, seconded by Councilmember Jeffrey, to authorize the City <br />to enter into a Loan Agreement between the Metropolitan Council and City of Ramsey for <br />Protective Acquisition of Highway Right -of -Way for the parcel located at 7751 Highway 10 NW <br />in the City in the amount not to exceed $682,970.00 and to enter into a lease agreement with <br />Todd Bialon upon those terms as defined in the attached Lease Data Sheet, contingent upon the <br />City closing on the property which is the subject of the lease and contingent upon City Attorney <br />approval of the final legal form. <br />Further discussion: Councilmember Wise stated he was concerned the Metropolitan Council's <br />transportation plan has been changed, but fortunately this property would be leased and tax <br />City Council / October 12, 2010 <br />Page5of9 <br />
