CITY COUNCIL WORK SESSION <br />Topic Report: Update on Armstrong <br />Boulevard and TH 10 Interchange <br />By: Tim Himmer, City Engineer <br />Background: <br />The City entered into a Joint Powers Agreement (JPA) with Anoka County on May 12, 2005 for <br />construction of certain regional roadway improvements associated with Ramsey Town Center. One of <br />the projects included the upgrade of Armstrong Boulevard at TH 10, with planned improvements similar <br />to those already completed on Ramsey and Sunfish Lake Boulevards. The Armstrong project was <br />scheduled for construction in 2009; however during the plan approval process in 2008 the City Council <br />directed staff to investigate the option of constructing an overpass instead of the proposed interim <br />improvements. The City Council agreed to a JPA revision on March 10, 2009, and City and County <br />staff began investigating options for an Armstrong Boulevard interchange over the BNSF railroad tracks <br />and TH 10 with the chosen consultant WSB Engineering. <br />The project team is now preparing for the second public open house, scheduled for Wednesday <br />November 17, 2010, and staff would like the Council to get a firsthand look at the information that will <br />be presented at that meeting.
