CITY COUNCIL WORK SESSION <br />Topic Report: Consider Joint Powers <br />Agreement (JPA) with Anoka County for the <br />signalization of Sunfish Lake Boulevard <br />(CSAH 57), and Alpine Drive <br />By: Tim Himmer, City Engineer <br />dft <br />7 &7 <br />Background: <br />In 2007 Anoka County advanced a Highway Safety Improvement Program (HSIP) application for the <br />intersection of Alpine Drive and Sunfish Lake Boulevard (CSAH 57) due to a history of safety concerns <br />at that location. While the installation of an all -way stop in 2006 has decreased the amount of accidents, <br />this intersection control is not the preferred long term safety solution. As development and traffic <br />volumes will most certainly increase in the future, a more efficient permanent safety solution was sought. <br />The proposed improvements include; reconstructing portions of CSAH 57 and Alpine Drive to lower the <br />grades through the intersection and improve sight lines, installation of concrete curb and gutter, utility and <br />drainage improvements, reconstructing and widening of bituminous trails adjacent to the intersection for <br />improved pedestrian movements and ADA compliance, replacement of the existing all -way stop condition <br />with a traffic signal, and the addition of dedicated left and right turn lanes. Concrete medians are <br />proposed along CSAH 57 to channelize the turning movements and create separation at the approach to <br />the intersection, but they do not extend far enough in either direction to impact existing public or private <br />access points. <br />The County is nearing a point in the project schedule where final acquisition must be advanced. They are <br />seeking a decision from the Council on whether the City is supportive of the project prior to advancing <br />acquisition and incurring the costs of the necessary right -of -way and easements to facilitate the project. <br />Attached is a draft of the JPA, which has been reviewed and commented on by staff. Discussions at the <br />work session may provide additional direction from the Council on additional suggested revisions. This <br />item is also on the regular Council agenda later this evening for adoption if no significant changes are <br />requested. <br />The estimated costs to the City are outlined in exhibit B of the agreement but generally speaking the <br />City's contribution is approximately $120,000 of an estimated $1.6M project.
