COr er* CASE# 5, p3 <br />CUL-DE-SAC PLOWING UPDATE <br />By: Grant Riemer, Public Works Street Supervisor <br />Background: <br />During the 2009-2010 snowplowing season the City of Ramsey contracted out two of our seven <br />cul-de-sac routes on an experimental basis to Kevin Maloney Excavating for snow removal <br />services. The hourly rate quoted last season was $49.00. The contract provided a clause in <br />which both parties could extend the contract for one year, if the rate would remain the same. <br />Mr. Maloney declined the City's offer to extend and let the contract expire. On October 5t" <br />2010 the City sent out a RFP for snow plowing services to 20 local contractors and also <br />advertised in the Anoka Union. The RFP's were due at noon on October 10. At the time this <br />case was written, staff had received one response and that was on October 19th. The response <br />was from Kevin Maloney Excavating and the bid was $62.00/ hour. <br />Using the 2010 Michigan DOT rental rates for equipment, which lists a 1 -ton truck with V -plow <br />at $28.62/hour, plus an estimated $6.05/hour for fuel, we come up with an in house rental rate of <br />$34.67. The current pay scale for on call temporary plow drivers is $12.00/ hour. That would <br />give us an hourly rate of $46.67. Staff would recommend that we plow the cul-de-sac routes in <br />house, using temporary on call plow drivers to perform the work. <br />Funding: <br />Funding for the temporary on call plow drivers would be through the snow and ice removal <br />budget. <br />Staff recommendation: <br />Staff would recommend that Council authorize staff to advertise for temporary on call plow <br />drivers. <br />Reviewed by: <br />City Administrator <br />Director of Public Works/Principal City Engineer <br />Public Works Street Supervisor <br />CC: 11/9/10 <br />
