C(DY)56r-4 CASE #!5, oy <br />ACCEPT THE FEASIBILITY STUDY FOR INFRASTRUCTURE IMPROVEMENTS <br />ASSOCIATED WITH THE LEGACY CHRISTIAN ACADEMY DEVELOPMENT, <br />AND CALL FOR THE PUBLIC HEARING <br />By: Tim Himmer, City Engineer <br />Background: <br />Staff has been reviewing a development application for a proposed K-12 school project to be located <br />west of Armstrong Boulevard on a roadway extension of Bunker Lake Boulevard. On September 23, <br />2010 a petition was received requesting utility and roadway improvements to serve this project. The <br />petition was accepted by the City Council on October 12, 2010, and Bolton & Menk was awarded a <br />contract to undertake the preparation of the study. <br />A majority of the project costs are anticipated to be special assessed to the benefitted properties, with the <br />cost of extra depth and over -sizing of the utilities that would serve the larger service area to the north <br />and west being paid through the appropriate utility funds. Council requested that additional information, <br />outside the scope of the petition letter, be investigated and included in the feasibility study; specifically <br />what improvements should be considered as a secondary access to the development along Puma Street. <br />Attached is a copy of the feasibility study that will be formally discussed at the public hearing, <br />tentatively scheduled for December 14, 2010. A copy has also been forward to the applicant and staff <br />will be meeting with them in the near future to discuss timing and obligations. <br />It is anticipated that construction of the improvements contained within this study will be combined with <br />the Armstrong and Bunker Lake Boulevard signalization project and constructed in the spring/summer <br />of 2011. Council authorized the distribution of an RFP to prepare construction documents for these <br />projects on October 26, 2010, which should come back for action in December once a more defined <br />scope is identified for the Legacy Christian Academy project. <br />Recommendation: <br />Staff recommends that Council accept the feasibility study and call for the public hearing. <br />Attachments: <br />Feasibility Study <br />Reviewed <br />by. <br />City Administrator <br />Public Works Diretor/Principal dity Engineer <br />CC: 11/9/10 <br />
