Case #9: <br /> <br />Request for Preliminary Plat Review of Alpine Meadows; Case of Eighty <br />Seven LLC <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:12 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearin~ <br /> <br />Chairperson Nixt called the public heating to order at 9:12 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon noted that Eighty Seven LLC has applied for a preliminary plat review <br />of a 42-unit townhome development. The property is generally located in the southwest quadrant <br />of T.H. #47 and 1535a Avenue N.W. and the fee title owner is Blaine Edmundson. The subject <br />property has recently received .a irezoning to R3-U and Comprehensive Plan Amendment to <br />change the land use designation to Medium Density Residential. The property is approximately <br />8.7 acres in size. The preliminary plat is proposing a public road extending south from Alpine Dr. <br />that terminates in a temporary cul-de-sac. At the December Planning Commission meeting, there <br />was discussion on how and whether the new public road should connect to properties to the <br />south. Mention was made of existing service road parallel with Hwy. 47. This would require the <br />new road in the plat to be aligned to the southeast comer of the property. The preliminary plat <br />shows the new right-of-way ending at the center of the southern property line, which would <br />facilitate a road extension to the south that would intersect with 152"a Avenue. Staff feels that <br />both ideas have advantages and disadvantages. Mr. Trudgeon noted that City Ordinances limit <br />the length of a dead end to 600 feet. The City desires to have the right-of-way extend to the <br />south property line in order to accommodate future eXtension and connections to streets to the <br />south. The extended right-of-way as shown on the preliminary plat greatly exceeds the 600-foot <br />limit. In order to comply with City Ordinances, the applicant is showing a temporary cul-de-sac <br />about 600 feet from Alpine Dr. The plat also shows a road eXtending further south beyond the- <br />cul-de-sac to access Lots 17-22, Block 1 and Lots 14-20, Block 2. At this point it is unclear <br />whether or not this should be a public or private road. Obviously, if it is a public road, it will <br />exceed the 600-foot limit. If it is considered private, it would have to be designated as such only- <br />temporarily. Once a connection to the south is needed, the private road will need to be turned <br />over for a public road. The project is also subject to the review and permitting process of the <br />Lower Rum River Watershed Management Organization (WMO). The Park Commission will be <br />meeting on February 14, 2002 to formally, review the plat for determination of park and trail <br />dedication matters. The landscaping and building plans will be reviewed as part of the site plan <br />review process at a later meeting. City Staff recommends approval of the preliminary plat of <br />Alpine Meadows subject to compliance with the City Staff review letter dated January 31, 2002. <br /> <br />Citizen Input <br /> <br />Russ Brown, 15241 Germanium Circle, expressed his concern regarding units 14 through 22 <br />being in close proximity to properties to the west.
