quadrant of T.H. #47 and 153ra Avenue NW and the fee title owner is Blaine Edmundson. The <br />Planning Commission reviewed the preliminary plat at their February 7, 2002 meeting. At that <br />meeting, the Planning Commission had a lengthy discussion regarding access to the south and the <br />need for two entrances onto A/pine Drive. In the end, the Planning Commission directed the <br />applicant to redraw the plat to show two entrances onto Alpine Dr. and eliminate a connection to <br />the south. Prior to spending the time and money on creating a new preliminary plat, the applicant <br />would like to hear the City Council's thoughts whether or not a future access to the south should <br />be included in the plat. City Ordinances require that the arrangement of streets 'in new <br />subdivisions shall make provisions for the continuation of existing and future streets into adjoining <br />areas. Based on that ordinance, staff requested the applicant to show a connection from the <br />subdivision to property to the south. During the public hearing, a resident to the south, Mr. A1 <br />Kempf, stated that he has no plans on developing or selling his property. Based on that <br />discussion, the Planning Commission decided that'perhaps it was unrealistic to expect a road to <br />go south anytime in the near future and that the best solution was to eliminate the possibility of a <br />road going south and require two accesses on Alpine Dr. The Planning Commission tabled action <br />on the preliminary plat and instructed the. applicant to redesign the plat showing two accesses <br />onto Alpine Dr. and no access going south. Staff still feels that there is a need to provide access <br />to the south. While there is no guarantee when the land to the south may be redeveloped, the City <br />should be prepared for the possibility if and when it occurs. Given the staff's opinion on this <br />matter and the Planning Commission's recommendation, the applicant is requesting clarification <br />from the City Council on the need to provide an access to the south so that they can prepare a <br />plat that is acceptable to the City. <br /> <br />Mayor Gamec stated that he would not be in favor having two accesses along A/pine Drive. He <br />felt that the best route would be to go through Mr. Kempf' s property-in the future. <br /> <br />Principal Planner Trudgeon stated that they are proposing a full turn around in the middle of the <br />development, but they would have to determine how to serve the end of the property. <br /> <br />Mayor Gamec stated that he thought it made sense to have a temporary cul-de-sac at the end of <br />the road. <br /> <br />Councilmember Kurak stated that she believes that City streets should go through and it should be <br />developed with that concept. <br /> <br />Councilmember Zimmerman inquired as to how they address the 600-foot cul-de-sac requirement. <br /> <br />Mayor Gamec stated that at this time they are better off with a cul-de-sac at the end of the street. <br /> <br />Principal Planner Trudgeon noted that a developer would have to receive a variance to exceed the <br />cul-de-sac length. <br /> <br />Developer stated that the site is fairly limited and having two accesses onto Alpine Drive probably <br />does not gain much.
