Preliminary Plat Review: Alpine Meadows <br />January 31, 2002, Revised March 28, 2002 <br />Page 3 of 4 <br /> <br />and the T.H. #47 service road, wkich in turn drains overland to protected Wetland <br />#658W. This wetland has an outlet to the Rum River. Stormwater generated from the <br />development should be routed to the existing pond. From review of the drainage plan, it <br />appears the development meets this requirement. <br /> <br />A grading plan has been submitted with the preliminary plat: Under City Ordinances, all <br />yard grades shall be no flatter than one percent. Grades between one and two percent <br />require a certificate of grading before the units can be fully constructed. The grading plan <br />proposes grades of less than one percent behind Lots 14-22,'Block 1 and Lots 9, 10, 13, <br />14, 17, and 18, Block 2. These grades must be modified to a minimum of one percent. <br />Critical swale grades should be annotated to the grading plan at the extensiOn of each end <br />unit. <br /> <br />The northeast corner of the parcel will have standing water as it will remain lower than the <br />surrounding and proposed grades. The grading plan should be modified to correct this <br />deficiency. <br /> <br />Based on an inspection of the National Wetland Inventory- map, there appears to be no <br />wetlands on this property. This project is also subject to the review and permitting <br />process of the Lower Rum River Watershed Management Organization (LRRWMO). <br />Please contact Steve Jankowski to discuss the submittal deadlines and requirements for the <br />LRRWMO. <br /> <br />Traffic Generation Analy. sjs: The City may require a traffic analysis to be conducted for <br />the development if it is deemed necessary. <br /> <br />Utilities and Water Usage: The development will be served by municipal Water and <br />sanitary sewer. Currently, utilities exist on the property. However, they are without <br />drainage and utility easements. The final plat shall show drainage and utility easements' of <br />sufficient width where sewer and water lines-are located. It appears that Lots 14 through <br />22, Block 1, may encroach in the easement width necessary to protect the existing 15-inch <br />storm sewer. From staff review, it appears that it may be difficult to have decks on the <br />units in Lots 14-22. Please contact City Engineer Steve Jankowski regarding the required. <br />widths of the easements. <br /> <br />Park and Trail Dedication: The Park Commission has reviewed the proposed subdivision <br />and is requiring that park dedication fees in the amount of $1700 per unit be collected in <br />lieu of land dedication; that trail fees in the amount of $400 per unit be collected; that the <br />developer indicate an area within the subdivision of common open space that can be used <br />for active or passive recreation, and that the applicant dedicate through a separate <br />recordable document a twenty-foot trail easement Parallel with State Hwy. 47. <br /> <br />-'179- <br /> <br /> <br />
