The City has engaged the services of SRF Engineering to do a noise level study for <br />several developments proposed adjacent to T.H. #47. The development permit will require the <br />developer to comply with sound mitigation measures determined necessary by the City Engineer. <br />The developer indicates that all of the units have the potential for a total finished floor living space <br />of 1,658 square feet. City Code minimums for 2 and 3 bedroom units is 650 and 775 square feet <br />respectively. It would appear that the floor areas will exceed City Code requirements. Staff <br />recommends Site Plan approval contingent upon compliance with StaffReview Letter dated <br />March 28, 2002, <br /> <br />Gary Rudy, applicant, explained the exteriors will be a combination of stucco and brick, and <br />possibly stone, on the front. He said ramblers and splits will be built; ali with approximately 1,660 <br />square feet. They will have either 2 or 3 bedrooms plus a rec room. <br /> <br />Commission Business <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to recommend that the City <br />Council approve the proposed site plan for Evergreen Point contingent upon compliance with <br />City StaffReview Letter dated March 28, 2002 and obtaining a variance to the from yard setback <br />requirements. <br /> <br />Commissioner Kociscak stated if mitigation needs to occur, the units may have to be <br />reconfigured. In that case, the plan will need to be re-presented to the Planning Commission. <br /> <br />Motion Failed. Voting Yes: Chairperson Nixt, Commissioners Johnson, and Reeve. Voting No: <br />Commissioners Brauer, Kociscak, Sweet, and Watson. Absent: None. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Brauer to deny the proposed site <br />plan for Evergreen Point. <br /> <br />Motion Carried. Voting Yes: Commissioners Kociscak, Brauer, Sweet, and Watson. Voting No: <br />Chairperson Nixt, Commissioners Johnson and Reeve. Absent: None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Review of Alpine Meadows Townhomes; Case <br />of Eighty Seven LLC <br /> <br />Presentation <br /> <br />Community Development Director Frolik noted that Eighty Seven LLC has applied for a <br />preliminary plat review of a 42-unit townhome development. The property is generally located in <br />the southwest quadrant of T.H. #47 and 153~a Avenue N.W. and the fee title owner is Blaine <br />Edmundson. During the February 7, 2002 meeting, the Planning Commission discussed at length <br />the desirability of having the applicant show a road connection to the south.
