The site plan consists of four (4) sheets dated January 15, 2002, Revised January <br />30, 2002, Revised March 11, 2002 received by the City on January 15, 2002 and January 31, <br />2002,. and March 12, 2002 and prepared by Midwest Land Surveyors and Civil Engineers, Inc. In <br />addition, the City has received elevation and floor plans for the townhouse units prepared by <br />Shade Tree Construction and dated August 30, 2001; December 15, 2001; and January 15, 2002. <br />We offer the following comments: <br /> <br />General: The townhouse development will take place on approximately 7.1 acres and will be <br />platted as Alpine Meadows. The development consists of eight four-unit buildings and two <br />five-unit buildings. City Code establishes that multiple family structures of 3 or more units <br />are subject to a site plan review. <br /> <br />Zoning: The property is currently zoned B-I, Business and R-I, Single Family Residential. <br />As part of the platting process, you are proposing to rezone the subject property toR-1 Single <br />Family Residential, R-3U, Multi-Family Residential, and MR, Multifamily Residential. <br /> <br />Lot Coverage: The proposed townhouse project area is 309,276 square feet in size (721 <br />acres) and lot coverage is restricted to 35% (which includes garages), or 108,246 square feet <br />in this case. The site plan is proposing to construct 47,550 square feet of townhome units, <br />which equates to approximately 15% lot coverage. <br /> <br />Setbacks.: For the townhouse development, staff' has generally used the R-3U Multi-Family <br />Residential District regulations. Therefore, the rear yard setback is 40 feet and the side yard <br />setback is 15 feet from the outer boundaries of the subject property. The State of Minnesota <br />Fire Code requires owner/occupant structures to maintain a 10-foot separation.
