CASE #: <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF BIRCH HILL LODGES <br />CASE OF ORRIN THOMPSON HOMES <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Orrin Thompson Homes has applied for final plat approval of Birch Hill Lodges. The applicant is <br />proposing to develop 84 townhome units. Staff sent hearing notices to <br />residents within 350-feet of the subject property for the preliminary plat public hearing held on <br />December 4, 2001. <br /> <br />Observations: <br /> <br />The property is approximately 14.08 acres in size. The 2001 Comprehensive Plan designates the subject <br />property for medium density residential development. The City Council approved a rezoning of the <br />subject property'from B-1 Business to R-3 Urban Residential on January 22, 2002, which allows the <br />property to be developed to a net density Of 7 units an acres. Net density for the development has been <br />established at 6 units per acre. <br /> <br />The final plat will be recorded at Anoka County as a Common Interest Community (CIC). Therefore the <br />final plat submitted to the City does not show each individual townhome lot (building pads). The final <br />plat submitted to the City consists of eight large lots, Outlot C, Outlot B and Outlot A. The final plat will <br />be revised to show that Outlot A will be dedicated as a park instead of an outlot. The dedication page <br />should also reflect that the park will be utilized for public purposes. <br /> <br />The developer will record each townhome lot at the Anoka County Surveyors Office when construction <br />of the units has commenced. The proposed town'home structures are required to comply with the <br />preliminary plat and site plan approved by the City Council on December 18, 2002. <br /> <br />Cobalt Street is proposed to be extended through the plat from sunwood Drive to the southern boundary <br />line of the plat (abutting the Lord of Life property). <br /> <br />The grading plan indicates that the applicant will need to obtain a grading easement from Lord of Life <br />Church to grade onto a portion of Lord of Life's property.
