-188- <br /> <br />STREET LIGHTING POLICY <br /> <br />Purpose: <br /> <br />It shall be the purpose of the policy to provide a rational basis for the location, type and method of <br />financing of municipal street lighting within the City. <br /> <br />Background: <br /> <br />Two d/stinct classifications of street lighting are acknowledged. Priority arterial street lighdng <br />consists of lights placed at key intersections and other priority locations within the City. The chief <br />benefit from this type of lighting shall be for improving safety at the intersection and as a <br />navigation aid to motor/sm. Because of the general nature of the benefits from this type of lighting, <br />it shall be financed through the City's general fund. <br /> <br />Subdivision lighting is the second classification of street lighting. The major benefits from this <br />'type. of lighting is increased pedestrian safety, particularly in areas withou[ sidewalks, and <br />increased crime prevention. These benefits occur chiefly to residents of the subddvision, who <br />should be involved both in the decision to provide such street lighting and the financing of the <br />system. <br /> <br />Priority Arterial street Lighting: <br /> <br />Priority arterial street lighting locations shall be limited to intersections at the state trunk highways, <br />county roads and arterial city streets. Sequential priority levels shall be established which shall <br />generally ufiliTe traffic volumes as the chief criteria. However, other criteria affecting priority shall <br />include a) high frequency of nighttime accidents; b) marked pedestrian crossings at schools and <br />parks; and c) unusual sight limitations.
