Case #5: <br /> <br />Request for Final Plat Review of West Ramsey Industrial Park; Case of J.R. <br />Land and Cattle Company <br /> <br />Community Development Director Frolik stated that J.R. Land and Cattle Co., L.L.C., is <br />proposing to plat property located north of Highway #10 on the City's common border with Elk <br />River. The area to be platted is approximately 17.29 acres in size. The final plat is proposing to <br />plat one 4.3-acre lot and one 2.3-acre lot for development. Lot 1 is proposing to be utilized by <br />MinnDak for light industrial uses. The final plat is proposing to also plat two outlots; Outlot A <br />will be utilized for future platting and development and Outlot B will be preserved for a future <br />road connection to Alpine Drive. The developer has agreed to convey Outlot B to the City upon <br />request. Lot 1 and Lot 2 meet the minimum lot area and width requirements established in the <br />Industrial district. The City Council introduced a rezoning ordinance on February 26, 2002 to <br />rezone the property from B-1 Business to Industrial. The City Council will consider final <br />adoption of the rezoning request at the March 26, 2002 City Council meeting. The property is <br />also subject to a Comprehensive Plan Amendment since the 2001 Comprehensive Plan <br />designates this property for Places to Shop. The City Council reviewed and approved the <br />comprehensive plan amendment request on February 26, 2002 contingent upon approval by the <br />Metropolitan Council. Staff received a letter fi.om Phyllis Hanson of the Metropolitan Council <br />on March 19, 2002 approving the Comprehensive Plan amendment to change the land use <br />designation of the subject property from Places to Shop to Places to Work. A permit from the <br />Lower Rum River Water Management Organization will be required for the subject project area. <br />Lot 1 and Lot 2 are proposed to receive public street access via the extension of 156® Lane NW. <br />The extension of 156"' Lane will require construction of the road on a small portion of a drainage <br />and utility easement located in the City of Elk River.' It was Staff's understanding that the <br />applicant is coordinating this effort with the City of Elk River. Staff received a letter from Terry <br />J. Maurer an engineer working for the City of Elk River stating their approval for the City of <br />Ramsey to connect the storm water drainage pond with the existing pond in Elk River. However, <br />staff was requesting that the applicant provide further verification from the City of Elk River <br />regarding the agreement between Elk River and the developer to construct a portion of 156th Lane <br />on an easement located in the City of Elk River. The 2001 Comprehensive Plan states a general <br />policy that new commercial developments should be serviced with urban utilities. Municipal <br />water and sewer are not available to the site at this time. Therefore, the development agreement <br />has incorporated language requiring parcels to connect to urban services within 2 years of <br />availability. Staff recommended final plat approval. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson to adopt Resolution <br />#02-03- to approve the final plat for West Ramsey Industrial Park contingent upon <br />compliance with City staff review letter dated March 22, 2002 and the developer entering into a <br />Development Agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman.
