Organization (WMO). The exterior building materials for the principal structure are proposing to <br />consist of rock face concrete block with a pre-finished metal coping accent; this meets City Code <br />requirements. The landscaping plan is acceptable. The facility will be served by on-site sewer <br />and water facilities. The 2001 Comprehensive Plan includes a general policy stating that new <br />commercial/industrial developments should be serviced by urban services. Since municipal <br />services are not available to the site, The development permit incorporates language requiring <br />connection to urban services within 2 years of availability. The Planning Commission reviewed <br />the proposed site plan on February 7, 2002 and recommended approval. <br /> <br />Councilmember Anderson stated that she was under the understanding that there would be a <br />significant amount of outside storage. <br /> <br />Community Development Director Frolik replied that the plan had changed and that there would <br />not be any outside storage. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to approve the <br />proposed site plan for Minndak contingent upon compliance with City staff review letter dated <br />March 22, 2002 and the applicant entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Adopt Ordinance to Rezone Property from R-1 Urban Residential to R-3 <br />Urban Residential; Case of Anoka County Community Action Program <br />(ACCAP) <br /> <br />Community Development Director Frolik stated that the Anoka County Community Action <br />Program has acquired property from the City of Ramsey to do a multiple family rental housing <br />project.
