-34- <br /> <br />Motion carried. <br /> <br />Case #8: <br /> <br />Request for Site Plan Approval of Sunwood Estates; Case of Anoka County <br />Community Action Program <br /> <br />Community Development Director Frolik stated that Jeff Johnson from Anoka County <br />Community Action Program (ACCAP) had applied for site plan approval to develop a rental <br />project consisting of 32 townhomes on the property located west of Highway #47 (St. Francis <br />Blvd.) and south of Sunwood Drive. The property consists of approximately 11.31 acres and is <br />currently zoned R-3 Urban Residential and R-1 Single Family. The City received an application <br />to rezone the R-1 portion of the property (2 acres) to R-3 Urban Residential, in accordance with <br />the 2001 Comprehensive Plan. On February 26, the City Council adopted findings of fact and <br />introduced the rezoning ordinance. Final adoption of the i:ezoning ordinance will also be on the <br />March 26 Council agenda. The site plan was proposing to construct four 6-unit and one 8-unit <br />townhome structures (15 2-bedroom, 15 3-bedroom, 1 4-bedroom and 1 5-bedroom). The units <br />would receive access from a private street or driveway collector extending off of Sunwood Drive. <br />The developer's original proposal was that the most northerly access onto Sunwood would be <br />restricted to emergency vehicles only. The City Engineer recommended that both accesses from <br />Sunwood be full selwice and the site plan was modified accordingly. Mn/DOT also requested <br />that the most northerly access be adjusted to the south at least 250 feet from the intersection of <br />Sunwood and T.H. #47. The access has been realigned as far south as possible (approximately <br />I80 feet from T.H. #47) while maintaining the City's standard for a 90 degree angle at the <br />intersection with Sunwood. Building coverage is restricted to 35% of the property. The building <br />coverage proposed on Lot 1 is approximately 11%. All of the structures meet or exceed the <br />applicable structure setbacks from property lines. The private street will be paved and finished <br />B-612 concrete curbing. The driveway collector extending south from the private street will not <br />be curbed. According to City Code, a minimum of 73.5 parking spaces are required. The site <br />plan reflects the capability to provide 128 off-street parking spaces; 64 spaces in 32 double <br />garages and 64 spaces in 32 double wide, 25 foot long driveways. The north/south private street <br />will be constructed with a 32 foot wide pavement, which will allow for on-street parking. The <br />developer is proposing to install sidewalks to linc all of the units with the two recreational areas <br />planned in the neighborhood and'the City sidewalk system on Sunwood. The townhomes do not <br />exceed the 35 foot height restriction. The exteriors will be finished with a combination of <br />horizontal and shingle style vinyl siding with a masonry brick accent, and asphalt shingles. The <br />units themselves exceed the minimum square footages established by City Code. City Staff is <br />working with the applicant to determine any sound mitigation measures that will be required <br />because of the proximity of the plat to T.H. #47. Per the recommendation of City Staff, the <br />Landscape Plan has been modified to cluster plantings along Sunwood, rather than place them in <br />a linear manner. The Grading Plan and the Utility Plans have been reviewed by the City <br />Engineer. The development will be required to obtain a permit from the Lower Rum River <br />Water Management Organization.
