-38- <br /> <br />Councilmember Kurak noted that never in her campaign literature did she state that affordable <br />housing should not come into the City of Ramsey. <br /> <br />Case #9: <br /> <br />Request for Final Plat Approval of a Minor Subdivision, Sunwood Estates; <br />Case of Anoka County Community Action Program (ACCAP) <br /> <br />Community Development Director Frolik stated that Jeff Johnson of Anoka County Community <br />Action Program (ACCAP) has applied for final plat approval to plat property located west of <br />State Highway #47 (St. Francis Blvd.) and east of Sunwood Drive for a rental townhome project. <br />Minor subdivisions are not required to be subjected to a public hearing, however the <br />development proposal for the subject property also required a rezoning of a portion of the <br />property. The rezoning required a public hearing and through that process, Staff attempted to <br />notify residents within 700 feet of the Subject Property of the development proposal. The <br />property consists of approximately 11.31 acres and is proposed to be platted into 1 lot for the 32 <br />rental units and 1 outlot for the wetland. The proposed plat will derive access from Sunwood <br />Drive at two locations. The townhomes will gain access to Sunwood via private streets or <br />driveway collectors. There will be no direct access to T.H. #47 and the final plat proposes to <br />dedicate right-of~access along #47 to the State. In accordance with City policy, the wetland is <br />encumbered by a drainage and utility easement. The Park Commission has recommended a cash <br />payment to satisfy park dedication and trail development fees. The developer is also being <br />requested to provide the City with an easement for possible future trail purposes along T.H. #47. <br />The final Grading and Drainage Plan, Utility Plan and Construction Plans will be addressed as <br />part of the site plan approval for the tow~ome development. Drainage and utility easements are <br />proposed on the final plat that are in accordance with the Grading Plan and the Utility Plan. <br /> <br />Councilmember Zimmerman inquired as to what the final disposition of Outlot A will be. <br /> <br />Community Development Director Frolik replied that ACCAP will retain ownership of Outlot A. <br /> <br />Mr. Johnson noted that ACCAP is willing to keep and maintain Outlot A or transfer it to the City <br />of Ramsey. <br /> <br />City Engineer Olson noted that the Outlot is currently covered with a drainage and utility <br />easement. <br /> <br />Councilmember Zimmennan inquired as to what value Outlot A has. <br /> <br />Mr. JohnSon replied that Outlot A had no value to ACCAP. <br /> <br />Councilmember Zimmerman inquired if the City could use the outlot for parkland. <br /> <br />City Council/March 26, 2002 <br /> Page 20 of 25 <br /> <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br /> I <br /> I <br /> I <br /> I <br />.I <br /> I <br /> I <br />I <br />I <br />I <br /> <br /> <br />
