Mr. Johnson replied no. <br /> <br />City Engineer Olson noted that there would be right of way requirements with the public roads. <br /> <br />Councilmember Hendriksen stated that the real reason for the private street is to obtain more <br />housing not to make it a quality development. <br /> <br />Councilmember Zimmerman stated that all of the taxes collected from the development would be <br />going to pay back the debt. <br /> <br />Mr. Johnson replied that 90 percent of the taxes would be going to pay back the debt. <br /> <br />Councilmember Zimmerman stated that the development will not be contributing anything to the <br />schools. <br /> <br />Mr. Johnson replied that communities no longer support the school system the state does. <br /> <br />Councilmember Zimmerman stated that he objects to having people that do no work and have the <br />other residents subsidize them. <br /> <br />Mr. Jolmson replied that the people living in the units will work and pay rent of at least $800. <br /> <br />Mayor Gamec stated that all of the Councilmembers, with the exclusion of Ms. Kurak, voted in <br />favor of selling the land to ACCAP. The people that will occupy the units will be working <br />people. There are a lot of homes in the City of Ramsey that will not have the same valuation as <br />these units. <br /> <br />Councilmember Anderson noted that TIF financed sewer and water for Chestnut Hills, as well as <br />Rivers Bend as well as some of the businesses. <br /> <br />Councilmember Hendriksen stated that the people living in the units will be receiving subsidized <br />living by not paying taxes so the rest of the residents will be paying more. The second point was <br />that the state picks up the difference for the schools, but it all comes from the taxpayers <br />regardless. He also stated that he did initially vote for the sale of the land to complete two <br />projects, not just one and since that time he felt that ACCAP has been evasive with the City <br />numerous times. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to approve the proposed site plan <br />for Sunwood Estates contingent upon compliance with City staff review letter dated January 29, <br />2002, revised March 20, 2002, and revised March 26, 2002. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson.
