-36- <br /> <br />Councilmember Kurak stated that she thought it was out of order for Councilmember <br />Zimmerman to comment on the way she votes. <br /> <br />Mayor Gamec stated that the residents of Ramsey make the decisions regarding the candidates <br />and it is not up to the Council to make those decisions. <br /> <br />Councilmember Anderson stated that it was her recollection that the rent for the units would be <br />$600 to $800 per month. <br /> <br />Jeff Johnson, ACCAP, explained that the rent on the units will range from $700 to $1,200. The <br />units will all have two car garages and will be rented by working families. He stated that that <br />units are considered affordable housing not low income housing and noted that the rent cannot be <br />paid by public assistance. <br /> <br />Councilmember Zimmerman inquired as to what would happen if a tenant no longer held a job. <br /> <br />Mr. Johnson replied that it is up to the renter to pay their rent, the rent will not be adjusted <br />because of income~ If someone cannot pay their rent then they will have to move. <br /> <br />Councilmember Hendriksen noted that the way the development is being subsidized is through a <br />TIF distr/ct and tttrough taxes. <br /> <br />Mr. Johnson noted that there will be a first mortgage on the property. <br /> <br />Councilmember Hendriksen replied that TtF is partly paying for the development and the <br />property will not contribute into the tax pool, yet it Mil use community resources. <br /> <br />Mr. Johnson noted that the development would contribute 10 percent of its taxes. <br /> <br />Councilmember Hendriksen stated that the working people in Ramsey will be supporting the <br />people living in the development. He inquired as to why the main street was requested to be a <br />private road. <br /> <br />Mr. Johnson replied that a public street would require a sidewalk along one side of the street as <br />welI as certain easements and setbacks. They are proposing to have a sidewalk network in the <br />interior area o£the development. <br /> <br />Councilmember Hendriksen stated that he thought the reason for the private drive was to include <br />more housing. <br /> <br />Mr. Johnson replied no. <br /> <br />Councilmember Hendriksen inquired if ACCAP was granted a waiver to the sidewalk <br />requirement would they not object to the public streets. <br /> <br />City Council/March 26, 2002 <br /> Page 18 of 25 <br /> <br /> <br />
