-152- <br /> <br />City Attorney GOodrich replied that any project that has already been issued a building permit <br />will not be stopped. <br /> <br />Ms. Wealthy stated that she felt that the moratorium could be delayed until more information is <br />received from the State. When they moved to their house in 1965 they were told they were going <br />to do the extension of Highway #10 and that was only done five years ago. <br /> <br />Clint Wilson, 7665 NW Highway #10, Ramsey, stated that Mr. Norman was laugtfing at the <br />comments made by Ms. Hamilton, which he did not feel was appropriate. <br /> <br />Winslow Holasek, 1159 Andover Boulevard, Andover, inquired as to what is going to happen <br />with some of the recently proposed projects. There has been a gas station approved for Sunfish <br />C"mmons and Plants and Things has been before the Planning Commission discussing a <br />proposal to construct a multi million-dollar building.- In the letter that was sent to the residents it <br />stated that if the Council introduces the ordinance it will be adopted November 12, 2002 and the <br />Plants and Things proposal will probably go before the Council on that night so than Mr. <br />Hick_man would not be allowed to move forward with his project. <br /> <br />Principal City Engineer Olson replied that the City Attorney has stated that anything approved <br />prior to the ordinance becoming effective-will be allowed to move forward. <br /> <br />Mr. Holasek stated that the City built a large holding pond without an outlot and they are facing a <br />large assessment because the City hasplaced the cost on the property owners. The area being <br />discussed is 95 percent developed and five percent undeveloped. The City has allowed and even <br />encouraged development along Highway #10 so the moratorium does not make sense. It will <br />cause an undue hardship on many of the property owners especially when the highway is a long <br />way away from being improved. <br /> <br />Councilmember Anderson explained that the issue was forwarded by the Town Center Task <br />Force on October 100' and than the issue went before the EDA meeting, and Public Works <br />Committee. A month ago the Council had asked a consultant to get information on official <br />mapping and they just received some information from him tonight which they had not had an <br />opportunity to review. She stated that the people who own the land need protection as well as <br />the City. She did not think the City would want to allow million dollar buildings to be <br />constructed and than when it comes time to build the road the owner charges the City double that <br />to acquire the property. The official mapping establishes some of the parameters so that if a <br />property owner is put on notice regarding the future highway expansion and the property owner <br />chooses to develop their property they will do so at their own risk. The Council has not had the <br />opportunity to learn about these processes, which are going to be necessary.
