Community Development Director Frolik inquired if all the businesses that are currently <br />operating on dirt can continue to do so during the moratorium. <br /> <br />Mayor Gamec replied that that was correct. <br /> <br />2ouncilmember Zimmerman agreed with Mayor Gamec. <br /> <br />Community Development Frolik inquired if Pro Sporting Goods wants to extend their display <br />area could they do so on dirt. <br /> <br />Councilmember Hendriksen replied no. he felt that those types of issues should come to the <br />Council under the exception provision. <br /> <br />Community Development Director Frolik noted that currently staff reviews paving plans and <br />approves them. <br /> <br />Mayor Gamec replied that he thought that it should stay that way. <br /> <br />Councilmember Zimmerman stated that property owners shouldn't be required to do <br />improvements being required by the City until the moratorium is lifted. <br /> <br />Councilmember Anderson inquired as to how they keep Highway #10N from being "shabby" <br />without requiring the improvements. <br /> <br />Principal City Engineer Olson inquired if ProSporting Goods will have to come before the <br />Council for a parking lot expansion plan. <br /> <br />Councilmember Zimmerman inquired if staff had approved the plan. <br /> <br />Principal City Engineer Olson replied that the plan had not yet been approved, but it needed only <br />a few minor adjustments and they were planning on approving the plan tomorrow. <br /> <br />City Attorney Goodrich replied that anything ready for approval can move forward unti! the <br />ordinance is adopted. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to introduce Ordinance <br />#02-10- to establish a 12 month development moratorium north of T.H. #10 and south of the <br />BNSF railroad from 'Ramsey's common border with Anoka to the common border with Elk <br />River. <br /> <br />Further discussion: Councilmember Zimmerman stated that he believes that there will be some <br />impact on the businesses, but he is obligated to protect public safety and Highway #10 is <br />becoming more dangerous. Mayor Gamec stated that he would like to see the timetable moved <br />up for the sake of the citizens.
