I I I November 6, 2002 James Norman City Administrator City of Ramsey 15153 Nowthen Blvd NW Ramsey, Minnesota 55303-6140 Dear Mr. Norman: Thanks for your initiative and continuing effort related to Trunk Highway 10. It is with partners like the City of Ramsey that we will achieve the vision set forth in the Interregional Corridor (IRC) Management Plan. The Metropolitan Division is currently undergoing an update of the 20-year plan, the Transportation System Plan (TSP). The TH 10 IRC management plan, along with the other five IRC plans will all be incorporated into the update of the TSP. The TSP will be updated over the next 18 months, in conjunction, with the Metropolitan Council's Transportation Policy Plan. Ordinarily the Minnesota Department of Transportation would not commence environmental efforts until we have a clearer picture of the time frame for construction improvements. However, I recognize that Ramsey is in a unique position; one which necessitates some form of planning to allow for the orderly economic development in conjunction with working toward a vision for the trunk highway. MnDOT is willing to meet with the City immediately to establish a schedule for planning and associated environmental studies that will ultimately lead to officially mapping the corridor. MnDOT respects the City's decision to enact a moratorium in an effort to adequately and effectively plan for this area adjacent to TH 10. It is my sincere hope that the efforts noted above will help bring the City's development issues and their relationship to the vision for the trunk highway closer to resolution.
