-164- <br /> <br />AN <br /> <br />PROPOSED ORDINANCE NO. 02- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br /> INTERIM ORDINANCE ESTABLISHING A 'MORATORIUM ON THE <br />DEVELOPMENT OF CERTAIN PARCELS OF LAND W~:THIN THE CITY OF <br />I~tVfSEY, ANOKA COUNTY, MINNESOTA <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, <br />Subd. 4, entitled "Interim Ordinance." <br /> <br />SECTION 2; PREAMBLE AND PURPOSE <br /> <br /> WHEREAS, Mn/DOT has develOped an Interregional Corridor (IRC) System <br />which identifies 2,930 miles of key transportation corridors that account for 1/3 of the <br />vehicle miles traveled in the State; and <br /> <br /> WHEREAS, traffic Volumes on this IRC are expeCted to double by the year 2020 <br />and without careful planning and protection of the function of these roadways, the ability <br />to continue to provide efficient movement of goods and people is threatened; and <br /> <br /> WHEREAS, this increased traffic congestion along these corridors has been <br />recognized as a regional priority in the Minnesota Department of Transportation <br />(Mn/DOT) Metro Division 2005 - 2025 TransPortation System Plan, Metropolitan <br />Council's Transportation Policy Plan; and <br /> <br /> WHEREAS, Mn/DoT prioritized the various corridors and selected seven for <br />further study, one of which is T.H. 10 from T.H. 24 in Clear Lake to 1-35W, including the <br />T.H. 10 corridor through the City of Ramsey; and <br /> <br /> WHEREAS, as a result of the study, Mn]DOT released a document known as the <br />T.H. 10 Corridor Management Plan: T.H. 24 in Clear Lake to 1-35W, dated January, <br />2002; and <br /> <br /> WHEREAS, on January t8, 2002, the City of Ramsey City Council adopted <br />Resolution #02-01-007 to: a) endorse Mn/DOT's vision and corridor management plan <br />for the T.H. 10 corridor; b) commit to worldng in partnership with Mn/DOT and other <br />partners along the corridor to implement the recommendations of the T.H. 10 Corridor <br />Management Plan; c) support the freeway design-option from Thurston Blvd. in Anoka <br />to the western boundary ofRamsey; dnd <br /> <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
