WHEREAS, Figures 5.3-6A, 5.3-5C, and 5.3-5B reflect that the proposed <br />alignment for a six-lane freeway system through the City of Ramsey requires Shifting the <br />corridor to the north so that it is adjacent to the BNSF railroad tracks; and <br /> <br /> WHEREAS, the City of Ramsey finds that an interim ordinance placing a <br />moratorium on the development, redevelopment or expansion of uses on certain parcels <br />located north of T.H. 10 and south of the Burlington Northern Santa Fe Railroad, from <br />the east.m~, bore's_dray tc~ the western bounda~' of the City is necessary to protect the <br />planning process and provide the City and Mn/DOT the opportunity to develop a <br />planning schedule that will ultimately lead to the Official Mapping of the T.H. 10 <br />Corridor. <br /> <br />SECTION 3. PROHIBITION <br /> <br />During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled <br />"Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, <br />conditional use permits or variances of any kind shall be permitted, except that <br />applications for interim use permits for which no permanent or temporary building is <br />required may be considered. This prohibition shall not be applicable to routine <br />maintenance and upgrades to the building exteriors, windows Or interiors, as long as there <br />is not an expansion of the building. Except for those properties currently operating under <br />grandfather rights to the required site improvements (pavement and curbing), the <br />moratorium would not exempt property owners from installing the required pavement <br />and curbing if they are developing or expanding their customer/employee parking areas <br />or outside display areas.
