Mr. Schulte stated that he would need time to discuss the issue.

Chairperson Nixt suggested that they table action and allow for further discussion on the issue
since rezoning needs to occur on the property as well: :

Commissioner Johnson stated that because the City is reqUiring the developer to extend the road
to Highway #10 he did not think it was fair to require the developer to pay the entire cost. He felt
that they should take more time to discuss the issue.

Marcy Johnson, 6901 1374 Lane NW, Ramsey, stated that from the plans she has seen it appeared
that there would be a pond directly behind her home. She inquired if there were any plans to
secure the pond to keep children from playing in it. Secondly, she Stated that the berm that
currently exists between her home and proposed development is not aesthetically pleasing and
questioned if anything' was being done with that. Her third concern had to do with traffic, She
stated' that there is already enormous amount of.traffic coming from .Highway #10 onto Riverdale
Drive.

Commissioner Reeve inquired if there is currently anything in City Code regarding the protection
of ponds and Principal Planner Trudgeon replied no.

City Engineer Jankowski explained that ponds have to meet certain natural urban runoff criteria,
which have to do with the slopes of the pond. The only ponds that have been fenced are fairly
steep ponds.

Kelly Anderson, 7081 137t~ Avenue N~V, Ramsey, inquired as to what the price of the units
would be.

Mr. Schulte replied that the units would start at $145,000.

Chairperson Nixt questioned the pricing structure for the units.

Mr. Schulte explained that the units will start at $I45,000 to $I55,000 for the two bedroom units
and go up from there.

Jodi Vandecar, 6931 137th Lane NW, Ramsey, stated that the pond in their development is mostlY
dry and grows over with scrub which is not very attractive: She inquired if anything different will
be done with the proposed pond.

Dennis Griswald, Pulte Homes, replied that they typically plant a seed mix in the ponds so that it
will have a natural look up to the sod area, which will then be irrigated.

Chairperson Nixt stated that some of the ponds can become very unsightly.

Planning Commission/September 5, 2002

-181-
