Minnesota Department of Transportation Metropolitan Di~sion Waters Edge t500 West County Road B2 Roseville, MN 55113 October 21, 2002 Megan Wald City of Ramsey 1'5153 Nowthen Boulevard Northwest Ramsey, Minnesota 55303 Subject: Rivenwick Third Addition -- Mn/DOT Review File # P02-099 - Amendment Southwest Quadrant of Trunk Highway (TH) 10 and Garnet Street NW Ramsey, Anoka County Control Section 0202 Dear Ms. Wald: The Minnesota Department of Transportation (Mn/DOT) has reviewed the above referenced plat m compliance with Minnesota Statute 505.03, subdivision 2, Plats and is submitting an Amendment to the original September 16, 2002 submittal letter to address the concerns of our traffic department that were not addressed in the original letter. Before any further development, please address the following issues: · At a minimum, three lanes (left, thru, and right turn) must be provided northbound and at least one lane southbound on the new fourth leg of the intersection. The city should insure that the right-of-way is reserved on this leg for future use; the room for one extra thru lane northbound and southbound should be reserved on the plat. · A right turn lane (300 foot long with [80 foot taper) must be provided on eastbound TH 10 to southbound Ramsey Blvd. · The Traffic Study for this development dated October 7, 2002 and prepared by SRF is not complete. Please have it resubmitted including the anticipated traffic volumes from the MiXed- Use development immediately to the north of this development and also using 20 year forecasted traffic volumes. · ' Mn/DOT requires the prelim/nary design plans (plan view and cross-section) for the south and north legs ofRamsey Blvd and TH 10 before we will issue an access permit to construct the south leg of the intersection. This is to make sure the signal poles are put in the r/ght place and to insure that the city's plans are compatible with the county's plans to the north on Ramsey Blvd. The signal poles placed at the intersection need to be the permanent type and they need to be put in the right place for the ultimate design when the intersection signal rebuild project goes through in the spring of 2004 (February 2004 letting). -190- An equal opportunity employer I I I I I I I I I I I I i I I I
