I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />'[ [ <br /> <br />Mayor Gamec inquired if the current contract stated that if the employee does not agree with the <br />change in the contract and the City proceeds with the change the City could be liable. <br /> <br />Councilmember Hendriksen stated that last year the Council extended the amount of severance <br />Mr. Norman would be paid, which he did not support, tie stated that he did not want to see the <br />City pay for six months of services if they change the form of government and determine that <br />Mr. Norman is not the best candidate for the position. <br /> <br />Councilmember Anderson stated that they should not be having a full discussion on the issue <br />until everyone has an opportunity to review the current contract. <br /> <br />City Administrator Norman stated that the Council can propose to make changes to the contract, <br />but any change has to be agreed by both parties. <br /> <br />Councilmember Anderson stated that she wants everyone to be familiar with the contract before <br />they start recommending changes. <br /> <br />City Administrator Norman stated that he would not be willing to agree to the change with no <br />concession. <br /> <br />Councilmember Hendriksen stated that at the Charter Commission meeting the statement was <br />that it was not the assumption that the promotion would go to Mr. Norman if they change the <br />form of government simply because he was there, which would expose the City to paying six <br />months salary. <br /> <br />Councilmember Zimmerman inquired if State Law requires that the proceeding be in the eyes of <br />the public or does it have to be done behind closed doors, <br /> <br />City Attorney Goodrich replied that the negotiations have to take place at a public meeting. The <br />only way it would be a closed session is if they were to evaluate the employee. <br /> <br />Consensus was to discuss the contract further at a future meeting to allow Councilmembers an <br />opportunity to review the contract. <br /> <br />COMMITTEE INPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adjourn the regular meeting of <br />the Personnel Committee. <br /> <br />The regular meeting of the Persormel Committee adjourned at 6:17 p.m. <br /> <br />Personnel Committee/September 11, 2002 <br /> Page 3 of 4 <br /> <br /> <br />
