If the top candidate does not accept the <br />position, staff is prepared to make an offer to the second candidate. <br /> <br />Motion by Councilmember Anderson, seconded by Mayor Gamec, to recommend that the City <br />Council attthorize the City Administrator to hire one of the top two candidates, pending the <br />outcome of negotiations with the candidates with ratification occurring at the September 24 <br />meeting of the City Council. <br /> <br />Further discussion: Councilmember Zimmerman inquired as to why the Council was not <br />involved with the hiring of a department head, as they have in the past. City Administrator <br />Norman replied that the Council has interviewed department heads in the past, but this position is <br />not a department head position. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Anderson, Hendriksen, <br />Kurak, and Zimmerman. Voting No: None. <br /> <br />Case//2: Discussion of City Administrator Contract <br /> <br />Assistant City Administrator Nelson stated that at the August 19, 2002 meeting of the City <br />Council, the Council requested that a case be placed on the next Personnel Committee agenda to <br />discuss the City Administrator's contract. Ms. Nelson presented a copy of the contract to all <br />Committee members. <br /> <br />Councihnember Anderson stated that she had requested that the item be added to the agenda <br />because she thought it would be a good idea for all Councilmembers to be familiar with the <br />contract and then they could discuss if there should be any changes made to the contract. <br /> <br />Councilmember Hendriksen stated that he had asked the item to be placed on the agenda for a <br />slightly different reason. He explained that his concern is that the Charter Commission is <br />considering the possibility of changing the City's form of government to City Manager rather <br />than a City Administrator form of government. He stated that there had been some discussion <br />amongst the Charter Commission if Mr. Norman would automatically fill the position of City <br />Manager if the change were to occur and he thought the response was no. Mr. Norman's current <br />contract provides a six month severance that would pay him if the City terminates his contract <br />and if the City is to make the change to a City Manager form of government he felt that there <br />should be a provision that they could terminate the contract without paying a half a year salary. <br /> <br />Councilmember Anderson recommended that the Council have time to review the contract and <br />then discuss the terms at a future meeting. <br /> <br />City Attorney Goodrich noted that the Council does have the right to negotiate the contract, but it <br />does have to be done in an open meeting. <br /> <br />Personnel Committee/September 11, 2002 <br /> Page 2 of 4 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />i <br />I <br />I <br /> <br /> <br />
