I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> I <br />I <br /> I <br /> I <br /> <br /> I <br /> <br /> CASE #: q <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF WHITE OAK ADDITION <br />CASE OF WURM~PAUMEN PROPERTIES, LLC <br /> By: Amy Geisler, Community Development Department <br /> <br />Background: <br /> <br />Wurm-Paumen Properties have applied for preliminary plat approval to develop 28.5 acres on <br />Ramsey Blvd. at 158t~ Lane NW. The property is zoned R-1 Residential and is located in the <br />Rural Developing Area. The proposed major subdivision is a replat of the Kruger homestead that <br />will create five lots that are all over the required minimum lot size of 2.5 acres as well as one <br />outlot. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) Planning Commission meeting minutes dated September 5, 2002 <br />d) City Council meeting minutes dated September 24, 2002 <br />e) City Staff review letter dated August 29, 2002, revised September 17, 2002, revised <br /> October 4, 2002, revised October 22, 2002 <br />f) Letter from Anoka County dated October 9, 2002 <br />g) Proposed Preliminary Plat Resolution <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />Darrel Kruger owns a 28.5-acre parcel on Ramsey Blvd. (County Road 56) south of 159a' Lane <br />NW. The developer, Wurm-Paumen Properties, LLC, is applying for a major subdivision that <br />proposes five. new lots, all of which are larger than the 2.5-acre minimum required in the .R-I, <br />Rural Developing Area, as well as one outlOt. <br /> <br />The existing homestead as well as a second dwelling unit are located on prOposed Lot 5; both <br />will be demolished and removed from the property as a part of the development. The plat also <br />contains Outlot A, which is located across from the main tract. The outlot is entirely, wetland. <br /> <br />Wurm-Paumen Properties, LLC is proposing to extend 158~ Lane NW into the parcel to provide <br />access to four of the lots. Due to the substantial amount of wetland on the property, Lot I will <br />require access from CR56. Staff has observed a 7-second reaction time for northbound traffic at <br />the proposed driveway location for Lot 1; a 1 O-second reaction time is desirable. Anoka County <br />is recommending that all right-of-access along CR56 be dedicated to the County. Once the best <br />location of the driveway access for Lot 1 is determined, the remained of the frontage along Lot 1 <br />will also need to be dedicated to the County. The County is also requesting a right mm lane for <br />southbound CR56 at 158~' Lane NW. <br /> <br />-243- <br /> <br /> <br />
